Developing Vinh City into a smart and modern city.

According to the assessment of the Provincial Party Standing Committee, over the past 10 years, the implementation of the task of developing Vinh City into an economic and cultural center of the North Central region, in accordance with Resolution No. 26-NQ/TW dated July 30, 2013, of the Politburo, has achieved significant results. However, the results achieved are not commensurate with the potential and advantages; Vinh City's development has not been groundbreaking compared to other cities in the region, especially in terms of connectivity and regional linkages; economic growth lacks sustainability; infrastructure does not meet requirements; and the goal of becoming a regional center of the North Central region has not been achieved...

To build upon the achievements already made and to quickly develop Vinh City into the economic and cultural center of the North Central region, the Provincial Party Standing Committee issued a Resolution on the construction and development of Vinh City until 2030, with a vision to 2045,opinion:

Building and developing Vinh City into a smart, modern, bright, green, clean, beautiful, and safe urban center, one of the driving forces and growth poles of the North Central region, is a crucial political task for the province, and first and foremost for the Party Committee, government, and people of the city.

Focused development, linked to innovation in the growth model towards sustainability. Concentration on developing trade, services, tourism, marine economy, and high-tech industries. Emphasis on investing in science and technology, innovation, digital transformation, education and training, and improving the quality of human resources as a foundation and driving force for accelerating economic development. Investment in developing a comprehensive infrastructure towards green, smart, and modern cities. Strengthening linkages and cooperation with domestic and international localities.

To achieve harmonious development between the economy and socio-cultural aspects; to ensure progress, fairness, and social welfare; and to continuously improve the material and spiritual lives of the people. To closely integrate economic development with environmental protection, proactively respond to natural disasters, and adapt to climate change; to continuously strengthen national defense and security, and maintain political stability, order, and social safety.

Focus on investing resources; research and enact superior policies and mechanisms to facilitate and promote the development of Vinh City into an economic and cultural center of the North Central region.

Enhance the leadership capacity and fighting strength of Party committees and organizations at all levels, improve the quality of cadres and Party members; and improve the effectiveness and efficiency of management by all levels of government. Strengthen the great national unity, unleash the power of the entire political system; awaken and maximize the revolutionary traditions, the spirit of initiative and creativity, the will for self-reliance and self-improvement, and the aspiration for progress of cadres, Party members, and the people of Vinh City.

Withtargets by 2030Vinh City is a civilized and modern coastal city; its economy is developing rapidly and sustainably, serving as the growth engine of the province and the center of the North Central region in the fields of education and training, culture, health, trade, tourism, logistics, science and technology, and high-tech industries; its infrastructure system is gradually becoming synchronized, modern, and adaptable to climate change, ensuring safety; the material and spiritual lives of the people are improving; national defense and security are solid; the Party organization and political system are clean and strong; and the strength of the great national unity and the people's trust are enhanced.

Vision to 2045Vinh City is a rapidly developing, sustainable, civilized, and modern smart city, one of the driving forces and important growth poles of the North Central region.

To successfully achieve the above objectives, the Standing Committee of the Nghe An Provincial Party Committee has set forth the following important tasks and solutions:

1. Thoroughly understand, disseminate, and create a unified understanding and action regarding the development of Vinh City;

2. Effectively carry out urban planning, planning management, and the development of green, civilized, and modern cities;

3. Promote investment in infrastructure development;

4. Promote economic development towards a green economy and a circular economy;

5. Develop all aspects of culture and society in a coordinated manner, improving the material and spiritual lives of the people;

6 - Create breakthroughs in administrative reform, improve the investment and business environment, and attract investment;

7 - Managing and utilizing resources effectively; protecting the environment; enhancing the capacity to respond to natural disasters and adapt to climate change;

8 - Ensuring strong national defense and security;

9. Strengthen Party building and rectification, and the political system; improve the effectiveness and efficiency of government management and administration; consolidate the great national unity;

The Standing Committee of the Provincial Party Committee assigned the Party Committee of the Provincial People's Committee to lead the Provincial People's Committee in: Issuing programs and plans to implement the Resolution; Assigning specific tasks to functional departments and agencies under the province's responsibility; Developing and submitting to the Provincial People's Council for promulgation a Resolution on a number of specific mechanisms and policies to create conditions for Vinh City to achieve the goals set out in the Resolution.

The Party Committee of the Provincial People's Council led the Provincial People's Council in reviewing and issuing additional specific mechanisms and policies of the province to build and develop Vinh City.

The Vinh City Party Committee developed an Action Program to implement the Resolution. It proactively issued leadership and guidance documents to ensure the successful implementation of the Resolution; maximizing the leadership role of Party committees and organizations at all levels, the involvement of the entire political system, creating high consensus within the Party Committee and the people of the city, and bringing the Resolution into life as soon as possible.

The advisory and support agencies of the Provincial Party Committee, district and town Party Committees, and Party Committees directly under the Provincial Party Committee regularly pay attention to, coordinate with, support, and create favorable conditions for Vinh City to develop in accordance with the spirit of the Resolution.

The Provincial Party Committee Office will preside over and coordinate with relevant agencies to monitor and urge the implementation of the Resolution; and will coordinate with the Vinh City Party Committee to periodically summarize and report the results of implementation to the Provincial Party Standing Committee.
