Drafting documents for congresses at all levels to ensure quality and progress

At the conference, delegates were guided by Chief of the Provincial Party Committee Office Pham Trong Hoang on the work of drafting party congress documents for the 2020-2025 term, including 5 main documents.

These are the political report of the Party Executive Committee for the 2015-2020 term presented to the Congress for the 2020-2025 term; the review report of the Party Executive Committee for the 2015-2020 term; the draft resolution of the Party Congress for the 2020-2025 term; the action program to implement the resolution of the Party Congress for the 2020-2025 term; a number of related documents including the opening and closing speeches of the Congress, sample signs, regulations and rules of the Congress.

To ensure that the document drafting work is systematic, it is necessary to establish a subcommittee, a document editing team, develop working regulations for the document subcommittee, and assign tasks to the document subcommittee and support team.

The Chief of the Provincial Party Committee Office also requested that district, city, town Party Committees and affiliated Party Committees draft documents with specific plans, ensuring quality and progress, and send them to lower-level Party Committees for comments before March 30, 2020, and for provincial departments, branches and sectors to participate in commenting.

According to Chief of the Provincial Party Committee Office Pham Trong Hoang, the content of the political report, in addition to determining the direction, goals, tasks, and solutions for the 2020-2025 term, needs to clearly identify breakthroughs and key tasks to implement the focus and key points in the new term.

The time to organize the congresses of party cells directly under the grassroots party committees is from January to March 2020; the grassroots party congresses are from April to June 2020 (the model congresses are held before March 30, 2020); the congresses of the upper-level party committees are held during July and August 2020 (the model congresses are held before May 30, 2020). The draft political report of the 19th Provincial Party Congress is sent to the upper-level level in early May 2020.

To correctly determine the direction, goals, breakthroughs, and key tasks, it is required that district, city, town Party Committees and their subordinate Party Committees adhere to the orientations of the 10th and 11th Conferences of the 12th Central Executive Committee on the documents of the 13th National Party Congress and the directives and guidance documents of the Politburo, the Central Party Building Committees, the Provincial Party Committee Standing Committee, the Provincial Party Committee Inspection Committees and Commissions, the Provincial Party Committee Office; Resolutions of the Party Congresses at their level and resolutions, programs, projects, and thematic plans of the entire Party Committee in the 2015-2020 term and based on the current situation of the locality and unit as well as forecasts of the situation in the coming time.

The process of drafting documents requires choosing the theme and motto of the congress that reflects the central goals and tasks throughout the entire term, and has the meaning of gathering the strength of the entire Party, people and army.

Also at the conference, district, city and town Party Committees and affiliated Party Committees were instructed on document formats, preparing Party Congress dossiers; financial work serving the congress; instructions on synthesizing comments on congress documents; instructions on reception work...

The Provincial Party Committee Office also shared the remaining issues and experiences in serving the congress and answered some concerns and questions of the delegates. Organizing this training session is an extremely important task, contributing to the success of the Party Congresses at all levels and the Party Congresses at the grassroots level, term 2020 - 2025.
