Prepare high-quality and timely documents for congresses at all levels.

On the afternoon of November 13th, the Provincial Party Committee Office organized a training conference on drafting documents and preparing for the Party congresses at the grassroots level for the 2020-2025 term. At the conference, delegates were guided by the Chief of the Provincial Party Committee Office, Pham Trong Hoang, on the work of drafting the Party Congress documents for the 2020-2025 term, including five main documents.

These include the political report of the Party Committee's Executive Board for the 2015-2020 term presented to the 2020-2025 term congress; the review report of the Party Committee's Executive Board for the 2015-2020 term; the draft resolution of the Party Committee congress for the 2020-2025 term; the action program to implement the resolution of the Party Committee congress for the 2020-2025 term; and several related documents including the opening and closing speeches of the congress, sample signs and minutes, and the congress rules and regulations.

To ensure that the document drafting process is systematic, it is necessary to establish subcommittees and document drafting teams, develop working regulations for the subcommittees, and assign responsibilities to the subcommittees and support teams.

The Chief of the Provincial Party Committee Office also requested that district, city, and town Party committees and subordinate Party organizations develop specific plans for drafting documents, ensuring quality and timely submission for feedback from lower-level Party organizations before March 30, 2020, and for input from provincial departments and agencies.

According to Pham Trong Hoang, Chief of the Provincial Party Committee Office, the political report, in addition to identifying directions, goals, tasks, and solutions for the 2020-2025 term, needs to clearly define breakthroughs and key tasks to focus on key areas in the new term.

The timeframe for organizing the congresses of Party branches directly under the grassroots Party committees is from January to March 2020; the congresses of grassroots Party committees are from April to June 2020 (pilot congresses will be held before March 30, 2020); and the congresses of higher-level Party committees are in July and August 2020 (pilot congresses will be held before May 30, 2020). The draft political report for the 19th Provincial Party Congress will be sent to higher-level Party committees in early May 2020.

To correctly identify the direction, objectives, breakthroughs, and key tasks, the district, city, and town Party committees and affiliated Party organizations need to adhere to the orientations of the 10th and 11th Plenums of the 12th Central Committee on the documents of the 13th National Party Congress and the directives and guidelines of the Politburo, the Central Party Building Committees, the Provincial Party Standing Committee, the Provincial Party Committees and Inspection Committees, and the Provincial Party Office; the resolutions of their respective Party congresses and the resolutions, programs, projects, and specialized plans of the Party committees at all levels during the 2015-2020 term; and base their decisions on the current situation of their localities and units, as well as forecasts of the situation in the coming period.

The process of drafting the documents requires selecting a theme and guiding principle for the congress that reflects the core objectives and tasks throughout the entire term, and that signifies the convergence of the strength of the entire Party, the entire people, and the entire army.

Also at the conference, district, city, and town Party committees and affiliated Party organizations were guided on the format of documents, the preparation of Party congress dossiers; financial work for the congress; guidance on compiling feedback on congress documents; guidance on protocol and ceremonial arrangements, etc.

The Provincial Party Committee Office also shared shortcomings and experiences in serving the congress and answered some concerns and questions from delegates. Organizing this training session is extremely important, contributing to the success of the Party congresses at all levels and the Party congresses at the grassroots level for the 2020-2025 term.
