Building Vietnam into a strong maritime nation.
The Government has just issued Resolution No. 218/NQ-CP dated August 7, 2026, on the Government's Action Program to implement Resolution No. 20-NQ/TW dated July 28, 2026, of the Third Plenum of the Central Committee of the 14th Party Congress on building and developing Vietnam into a strong maritime nation.
Accordingly, the goal is to strive to achieve key targets and build and develop Vietnam into a strong maritime nation in the 2026-2030 period, focusing on increasing the contribution of coastal localities, developing modern, green, and smart marine economic sectors, improving marine infrastructure, enhancing scientific and technological capabilities, digital transformation, environmental protection, ensuring national defense and security, and improving the lives of people in coastal and island areas.
Ministries managing the marine economy sector need to proactively review strategies, plans, and development programs for the sector to form a modern marine economic ecosystem; prioritize smart, low-emission, resource- and energy-efficient marine production, business, and service models; and develop the near-shore (12 nautical miles) marine economy.
