The economic structure is shifting in the right direction.

Hung Nguyen commune was established by merging the entire natural area and population of Hung Nguyen town and the communes of Hung Dao, Hung Tay, and Thinh My. The Hung Nguyen commune Party Committee has 2,407 Party members, operating in 74 subordinate Party organizations.

During the past term, the Party committees of the communes closely followed the directives of the Party committees and authorities at all levels and sectors, as well as the practical situation, united and in agreement to overcome difficulties, proactively, flexibly, and creatively implementing tasks comprehensively in all fields, achieving important and fairly comprehensive results.

The average economic growth rate reached 16.5%. The economic structure shifted in the right direction, with industry, trade, and services playing a dominant role, gradually reducing the proportion of agriculture; investment attraction yielded positive results.

With comprehensive investment in socio-economic infrastructure, the appearance of rural areas is increasingly improving, moving towards a more civilized and modern direction.

National defense and security have been maintained; social order and safety have been ensured; foreign relations have been strengthened; and Party building and the construction of the political system have been consistently prioritized and achieved positive results.

For the 2025-2030 term, the Party Committee, the Government, and the people of Hung Nguyen commune are determined, united, and will mobilize the combined strength of the entire political system and all strata of the people to build a rapidly developing, sustainable, and comprehensive commune in the direction of modern industry, urbanization, and services.

To achieve the above objectives, the Congress set forth 4 development perspectives, 23 key targets, 6 priority tasks, 3 breakthroughs, and 5 tasks and solutions.

Accordingly, the Party Committee of Hung Nguyen commune has set the following targets: annual economic growth of 15-16%; economic structure shifting towards further reducing the proportion of agriculture and increasing the proportion of industry and construction; total product value in the area reaching 18,600 billion VND by 2030; average per capita income reaching 130-140 million VND/year...

Emphasis on inter-communal and inter-regional linkages.

In his address to the congress, Comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council - acknowledged and highly appreciated the achievements of the Party Committee, Government, and people of Hung Nguyen commune during the past term.

It is emphasized that the First Congress of the Hung Nguyen Commune Party Committee, for the term 2025-2030, is a political event of paramount importance, taking place at a historically significant time for the country as it enters the implementation of a two-tiered local government system, marking the beginning of a new development phase for the Party Committee, Government, and people of Hung Nguyen Commune.

Comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council - requested the Party Committee, Government, and people of Hung Nguyen commune to resolutely implement the tasks set forth by the congress, contributing to the rapid and sustainable development of the province as well as the whole country.

This includes focusing on building a clean and strong Party organization; continuing to improve the leadership capacity and fighting strength of grassroots Party organizations and Party members; paying attention to the recruitment and development of Party members, especially in enterprises and FDI enterprises…

Strengthen political and ideological education, focusing on reviewing, arranging, and assigning cadres to ensure sufficient personnel for all positions, meeting the required quality standards in terms of knowledge, political integrity, and professional competence, and commensurate with the tasks.

In particular, we must build a team of officials with a desire for innovation and a spirit of: "daring to think, daring to speak, daring to act, daring to take responsibility, daring to innovate, daring to confront difficulties and challenges, and daring to act for the common good."

Focus on improving the organizational structure, innovating thinking and working methods from passive management to proactive, service-oriented administration; building the image of officials who are close to and understand the people.

Regarding socio-economic development orientation, Comrade Hoang Nghia Hieu suggested that Hung Nguyen commune correctly identify its advantages and challenges in the new context to have breakthrough thinking, determine the right and effective direction; make good use of existing conditions, potential, and advantages; flexibly apply and develop internal resources, and take advantage of attracting external resources to serve the overall development goals of the commune.

This requires clearly defining the structural transformation, focusing on industrial-urban development combined with trade and services; and preparing the relevant infrastructure well from the planning stage to the planning management stage. Ensuring synchronization, regional connectivity, and linkages with other localities.

Focus on building a transparent, friendly, and open business environment; proactively and promptly address difficulties and support people and businesses in the area to actively engage in production and business, especially in land clearance for key projects.

Focus on investing in and improving digital infrastructure, promoting the application of information technology and digital transformation in all local activities; building and developing e-government and digital government.

Comprehensive development of cultural and social fields; attention to the synchronized development of essential infrastructure systems in healthcare and education to improve the quality of human resources through training, skills, and high-quality workforce, meeting the local workforce requirements for projects in the industrial park.

We are committed to preserving and promoting the unique cultural identity and traditional beauty of the Vietnamese people, as well as the distinctive characteristics of the people of Hung Nguyen, as a spiritual foundation and endogenous resource for development.

Strengthening national defense and security is linked to the central task of maintaining security and order in the area; effectively preventing and deterring all types of crime and social evils. Promoting the "All People Protect National Security" movement, building a solid people's security posture linked to the all-people national defense posture.

At the congress, delegates approved the Decision of the Provincial Party Standing Committee on the appointment of the Commune Party Committee Executive Board for the 2025-2030 term, consisting of 26 members. Comrade Nguyen Truong Giang was appointed as the Secretary of the Commune Party Committee.

The delegates unanimously approved the Congress Resolution, demonstrating their political determination to put the resolution into practice.
