Milestones of development
Quynh Anh is a coastal plain commune formed by the merger of Minh Luong, Quynh Thanh, Quynh Yen, Quynh Bang, and Quynh Doi communes. After the merger, the commune has a natural area of 39.81 km2 and a population of 60,329 people. The Quynh Anh commune Party Committee has 90 subordinate Party committees and branches with 1,714 Party members. During the past term, closely following the directives of the Provincial Party Committee and the Provincial People's Committee, and adapting to the practical situation, the commune Party committees have led the political system and the people in unity to overcome difficulties and proactively and creatively implement the goals and tasks of the term.
In the economic field, the commune Party Committee focuses on leading and directing the innovation of the growth model; the scale of development continues to expand. The total value of products in the entire commune in 2025 is estimated at 2,725.859 billion VND; the economic growth rate in 2025 is estimated at 8.71%, with an average of 7.01% over 5 years. The average per capita income in 2025 is estimated at 64.9 million VND, an increase of 22.9 million VND compared to 2020.
Leveraging its abundant land resources, Quynh Anh commune has directed its people to develop key crops such as rice and vegetables. This includes introducing high-yield, high-quality varieties, applying new scientific and technical advancements to production, and linking production with closed-loop product consumption chains. Vegetable products enjoy stable sales, contributing to increased income for the people. According to statistics, the average value of agricultural and aquaculture products per hectare per year is estimated at 484.8 million VND, an increase of 90.5 million VND/hectare/year compared to 2020. Salt production covers 136.16 hectares, with an annual output of 9,000 tons, generating a value of 12-27 billion VND...
Industrial and handicraft activities in the area have developed quite well. The commune has 250 industrial production facilities and 6 active craft villages.
During the term, the locality invested over 800 billion VND in infrastructure development. Commercial and service activities have diversified, focusing on areas such as restaurants, hotels, freight transport, and passenger transport; making a significant contribution to the local economy.
The New Rural Development (NRD) movement has been strongly promoted by the Party Committee and the government. 100% of the previously existing communes have now met the NRD standards, with Quynh Doi and Quynh Luong communes recognized by the Provincial People's Committee as model NRD communes; and Quynh Minh commune achieving advanced NRD standards. The commune has 8 products that have achieved OCOP 3-star standards.
Along with economic development, the socio-cultural sector has seen many positive changes. Infrastructure and equipment for teaching and learning have received investment, and the quality of education has improved. Cultural, artistic, and sports activities are increasingly high-quality, and cultural, information, and sports facilities have received investment to meet standards. The commune has 18 classified historical relics, including 10 national-level relics and 8 provincial-level relics. In 2024, Quynh Doi village was recognized by the People's Committee of Nghe An province as a tourist destination.
Social welfare work has been implemented comprehensively and promptly. Families of policy beneficiaries, meritorious individuals, and social welfare recipients have received thorough care and attention. National security and defense have been strengthened, and political security, order, and social safety have been ensured. Party building and the construction of the political system have seen many innovations, highlights, and breakthroughs.
Striving for the commune to achieve advanced new rural standards.
With the motto "New Party Committee - New Determination - New Success," for the 2025-2030 term, the Party Committee of Quynh Anh commune has set forth a development direction: Following the river - Facing the sea - Developing commercial and service centers, creating momentum for the commune to achieve advanced new rural standards by 2028.
In addition, the commune mobilizes maximum resources to build an increasingly synchronized and modern infrastructure system, closely linked with neighboring communes and the surrounding region, focusing on transportation infrastructure, schools, bus stations, markets, and clean water; promoting industrial development, forming and developing small and medium-sized industrial clusters, creating favorable conditions for businesses to operate and for the startup movement.
In addition, the commune Party Committee has identified four key programs: Leveraging resources to promote the development of coastal tourism and cultural-spiritual tourism; Building increasingly synchronized and modern infrastructure; Promoting organic agricultural production and applying science and technology; and Continuing to invest in school facilities and equipment to improve the quality of education.
To successfully achieve the set goals, targets, and key programs, the Party Committee of the commune focuses on three breakthroughs: Strong and decisive innovation in leadership and guidance; Concentrating on effectively implementing fundamental tasks that promote development; and Continuing to improve the effectiveness of Party building work and the leadership capacity of Party committees and organizations.
At the same time, the commune proposed the following main solutions: Promoting the rapid and comprehensive development of local economic advantages to develop the economy, culture, and society. This includes effectively exploiting potential to quickly establish vegetable and fruit collection centers, attracting factories and agricultural product processing facilities, and attracting resources to build two industrial parks and clusters; Continuing to develop the commune's product brands and directing cooperatives to operate efficiently; Planning to attract investment and build a synchronous infrastructure system in the Quynh Bang tourist residential area; Gradually restructuring the agricultural sector in conjunction with innovating the growth model according to the locality's key product groups; directing the promotion of agricultural production according to VietGAP standards; paying attention to developing livestock farming on an appropriate scale in residential areas; developing aquaculture towards intensive and semi-intensive farming; applying advanced techniques and implementing clean salt production processes, producing refined salt, etc.
In the socio-cultural field, the commune continues to focus on investing in the renovation and upgrading of school facilities and equipment; preserving and effectively promoting historical relics, linking beach tourism with cultural, historical, and spiritual tourism; improving the quality of primary healthcare for the people; doing a good job in preventive medicine and disease control; better managing the private medical and pharmaceutical practice sector and food safety and hygiene; strongly developing vocational training and promoting the "Gratitude and Repayment" movement; building a national defense posture linked to a people's security posture; effectively implementing national defense and security goals and tasks; closely combining socio-economic development and foreign relations with ensuring national defense and security.
