Thien Nhan commune was formed by the merger of three communes: Khanh Son, Trung Phuc Cuong, and Nam Kim. Its natural area is 70.81 km².²The population is 40,885. The Party Committee has 60 affiliated grassroots Party organizations with 1,745 Party members.

As a locality with a rich cultural and revolutionary tradition and numerous historical and cultural relics, the achievements from the previous phase of the new rural development program in Khanh Son, Nam Kim, and Trung Phuc Cuong communes, combined with the attention and assistance of the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, provincial departments, agencies, and units, as well as organizations and individuals inside and outside the communes, have led to the unity, consensus, and active participation of the majority of cadres, Party members, and the people in implementing the goals and tasks set forth in the Resolutions of the Party Congresses at all levels for the 2020-2025 term.

The administrative units were effectively reorganized, merging Trung Phuc Cuong, Khanh Son, and Nam Kim communes into Thien Nhan commune. Following the reorganization, the structure and apparatus were promptly streamlined and operated smoothly and continuously, without interruption, maximizing operational efficiency.

The "Effective Mass Mobilization" emulation movement, linked with the building of advanced new rural areas, continues to be effective; many advanced models and exemplary cases are being replicated in various fields.^.Pay attention to understanding and promptly reflecting the thoughts and aspirations of the people. Actively mobilize the people to strictly implement the Party's guidelines and policies, and the State's laws, promoting the strength of national unity, creating social consensus, and contributing to the successful implementation of political tasks in the area.

The Fatherland Front and political-social organizations, mass associations, and village-level Fatherland Front working committees actively innovate the content and methods of their activities; effectively carry out the work of gathering and mobilizing members and all strata of the people to comply well with the Party's guidelines and policies and the State's laws; actively respond to patriotic emulation movements, humanitarian and charitable campaigns, especially the nationwide movement for solidarity in building new rural areas.

Develop several concentrated vegetable production areas following VietGAP standards and models for producing vegetables, tubers, and fruits in greenhouses for high economic efficiency. Develop large-scale model fields, production chains, and product buyback agreements for farmers. Convert some low-lying areas to lotus cultivation, contributing to changing the rural landscape and increasing people's income.

Encourage the renovation of neglected gardens in conjunction with the construction of standard and model gardens for the new rural development program. Form and develop several agricultural production models linked to experiential tourism, community tourism, ecotourism, and rural experiences, contributing to the promotion of tourism development in the area.

The rural environment has seen significant improvements, with many roads and residential areas truly meeting the criteria of "bright, green, clean, and beautiful." Many model gardens and exemplary gardens have been developed and invested in.

The scale and network of schools are rationally arranged, in accordance with the local reality; facilities and teaching equipment are gradually meeting the requirements. Emphasis is placed on building national standard schools, and to date, all 16 schools in the area have achieved national standards.

The "National Unity for Building a Culturally Rich Life" movement is implemented in conjunction with the movement to build advanced new rural areas. The cultural and spiritual life of the people is increasingly improved. Many traditional cultural values ​​and cultural heritages are inherited, preserved, and effectively promoted, especially through investment in the restoration and renovation of communal houses and pagodas in the area.(Hoanh Son communal house, Dong Vien communal house, Cung pagoda, Lo pagoda...).

Focus was placed on vocational training, job creation, and labor export; the rate of trained workers reached 82%; jobs were created for 6,500 people, including 2,127 who went to work abroad.

The implementation of digital and e-government has been carried out vigorously and regularly; 100% of officials and civil servants use computers with internet access and effectively utilize the Ioffice document management and administration software. The commune's administrative reform index has improved. The level of satisfaction of citizens and businesses with the services of state administrative agencies is increasingly high. Training and professional development for officials, civil servants, and public employees are carried out promptly and in accordance with regulations. To date, 100% of commune-level officials and civil servants meet the required standards.

Political security is maintained, social order and safety are ensured, and no security or order hotspots arise. The effective implementation of Government Project 06 on the development of data applications on population, identification and electronic authentication to serve the national digital transformation in the period 2022-2025, with a vision to 2030, is directed.

During the 2025-2030 term, Thien Nhan commune will focus on harmonious development between economy, culture, society, and environmental protection; proactively preventing and combating natural disasters and effectively adapting to climate change, while maintaining national defense and security. Emphasis will be placed on developing education and training, culture, services, and tourism. The commune will effectively utilize investment resources to build a comprehensive infrastructure, promote rapid and sustainable economic growth, and improve the material and spiritual lives of its people.

Enhancing the leadership capacity and fighting strength of Party committees and organizations; building a streamlined political system with efficient and effective operation; fostering national unity, inspiring self-reliance, self-improvement, and aspirations for progress among all citizens, and transforming Thien Nhan commune into an advanced new rural commune before 2030.

Thien Nhan commune has set out key tasks such as::

Focus on leading, directing, and concretizing the policies and resolutions of the Central Committee and the province, with a focus on the Resolution of the 14th National Congress of the Party; the Resolution of the 20th Congress of the Nghe An Provincial Party Committee; and the Resolution of the 1st Congress of the Commune Party Committee, term 2025-2030. Strengthen the building of a clean and strong Party and political system, and enhance the leadership and management capacity of the Party. Build a streamlined political system with smooth operation and effective performance. Develop a team of cadres, especially key cadres, with the qualities, capabilities, and prestige to match their responsibilities.

Focus on developing development plans, especially the general construction plan of the commune; the plan for advanced new rural areas; land use plans and detailed plans such as: plans for industrial and handicraft clusters; plans for commercial and service areas; urban area plans, plans for land subdivision for residential areas, plans for connecting transportation... Ensure that projects and works are clearly shown in the plans; land use needs are reflected in the land use plans and schemes.

Promote the application of science and technology, digital transformation, innovation, and creativity to improve labor productivity, efficiency, and competitiveness of products in the area. Mobilize, allocate, and effectively utilize resources to prioritize investment in key sectors and projects, creating momentum for rapid and sustainable economic development.

Strengthen investment in socio-economic infrastructure, especially infrastructure connecting transportation, culture, education, and tourism; do a good job of preserving and promoting cultural values ​​associated with building a civilized, friendly, and compassionate people of Thien Nhan; build a "bright, green, clean, and beautiful" environmental landscape, village roads, and alleys. Focus on attracting investment to develop tourism and services, creating products to serve consumers and tourists.

Effectively carry out local defense and military tasks; ensure political security, social order, and safety. Do a good job in foreign relations, especially with organizations and businesses investing in the commune.
