Can a car with peeling paint pass inspection?
During traffic, many vehicles are involved in collisions that cause dents in the body and scratches on the paint, forcing them to be repainted before being registered for inspection. If the vehicle owner does not repaint, will the vehicle be refused registration?

According to Mr. Dang Nguyen Khang (Pho Yen City, Thai Nguyen), there are only a few days left until his car is due for inspection, but due to carelessness, Mr. Khang has a long scratch and dent along the right door of the car. Mr. Khang is wondering if he will fail the inspection or not.
According to Circular 08/2023 amending and supplementing Circular 16/2021 regulating the inspection of technical safety and environmental protection of road motor vehicles, cracked, broken, punctured, rusted, torn, deformed, and peeling paint on the body are classified as major defects and damages (MaD).
MaD errors are damage errors, defects that can cause technical insecurity, environmental pollution when the vehicle participates in traffic; therefore, the car will fail this inspection item, will not be granted a registration certificate, inspection stamp. The car owner must fix the damage to re-register.
However, in reality, there are many inspection centers that are flexible in inspection; consider and evaluate each specific case of vehicle to have a plan that both ensures technical safety conditions for the vehicle and creates convenience for the people.
If the vehicle only has minor scratches or dents on the body, and the inspector assesses that it does not affect the vehicle's technical safety, it will still pass this inspection. When the remaining items are also passed, the car will be issued a certificate and inspection stamp.
Mr. Do Dac Huy - Director of Motor Vehicle Inspection Center 2003D - Thai Nguyen - said that vehicles with simple scratches, no peeling or large dents can still be inspected.
According to Mr. Huy, peeling or scratches that do not affect the safety and environmental quality of the vehicle are still allowed to be inspected. "However, to ensure the aesthetics and durability of the vehicle's shell, the vehicle owner needs to repaint it soon. The inspection only checks the vehicle's paint color to match the registered paint color," said Mr. Huy.
