How are primitive vehicles carrying bulky goods fined?
If goods are loaded beyond the prescribed limit, obstructing visibility or causing traffic obstruction, cyclo drivers will be fined 60,000-70,000 VND.

According to Article 8, Decree 46 on administrative sanctions in the field of road and railway traffic, drivers of bicycles, motorbikes, and rudimentary vehicles violating road traffic rules will be warned with a fine of 60,000-80,000 VND for the following violations:
- Loading goods beyond the prescribed limit, not ensuring safety, causing traffic obstruction, and obstructing the driver's vision.
- Parking on urban roads or sidewalks in violation of the law; parking on urban roads causing traffic obstruction, parking on tram tracks, parking on bridges causing traffic obstruction.
- Bicycles, motorbikes, and cyclos carrying more people than the prescribed number, except in cases of transporting sick people to the emergency room.
- Failure to comply with regulations on stopping and parking at road intersections at the same level as railways....
The person causing the accident who fails to stop, fails to preserve the scene, or fails to provide first aid to the victim will be fined from 100,000 to 200,000 VND.
