According to Article 8 of Decree 46 on administrative penalties in the field of road and rail transport, drivers of bicycles, motorized bicycles, and other non-motorized vehicles who violate road traffic rules will be fined a warning of 60,000-80,000 VND for the following offenses:
- Loading goods beyond the permitted limits, failing to ensure safety, obstructing traffic, and obscuring the driver's view.
- Parking vehicles on urban roads and sidewalks in violation of the law; parking on urban roads causing traffic obstruction, parking on tram tracks, parking on bridges causing traffic obstruction.
- Bicycles, motorbikes, and rickshaws carrying more passengers than permitted, except in cases of transporting sick people for emergency medical treatment.
- Failure to comply with regulations regarding stopping and parking at level crossings with railways....
Those who cause accidents and fail to stop, preserve the scene, or assist the injured will be fined between 100,000 and 200,000 VND.
