| On the afternoon of April 2nd, Nguyen Thanh Thap (27 years old, residing in Nghi Phu commune, Vinh City) was driving a motorbike carrying a young man on Nguyen Trai street in Vinh City, heading north-south. Near house number 34, he collided with another motorbike traveling in the same direction, causing both vehicles to fall to the ground and the riders to be thrown in different directions. At the same time, a sleeper bus driven by Le Van Trien (30 years old, residing in Giao Thuy district, Nam Dinh province) ran over Thap, killing him instantly. The bus then continued to drag the victim for a considerable distance before stopping. The prohibition of certain vehicles from entering Vinh City has long been stipulated by Nghe An province. Most recently, in December 2016, Mr. Huynh Thanh Dien, Vice Chairman of the Provincial People's Committee, signed Decision No. 70/2016, which clearly states that trucks weighing 4 tons or more and passenger buses operating on fixed routes that are not approved to pick up and drop off passengers at Vinh Bus Station and Cho Vinh Bus Station are prohibited from entering the city between 5 AM and midnight daily.
