On the afternoon of April 2, Mr. Nguyen Thanh Thap (27 years old, in Nghi Phu commune, Vinh city) was driving a motorbike carrying a young man on Nguyen Trai street, Vinh city in the North - South direction. When they reached house number 34, they collided with a motorbike going in the same direction, causing both vehicles to fall onto the road, each person falling to a different place. At the same time, a sleeper bus driven by Le Van Trien (30 years old, in Giao Thuy district, Nam Dinh) rushed over Mr. Thap, causing the victim to die on the spot. The passenger bus then continued to drag the victim a long distance before stopping. The ban on certain vehicles entering Vinh City has been regulated by Nghe An Province for a long time. Most recently, in December 2016, Mr. Huynh Thanh Dien - Vice Chairman of the Provincial People's Committee signed Decision No. 70/2016, which clearly stated that trucks weighing 4 tons or more and passenger vans running on fixed routes that are not approved to pick up and drop off passengers at Vinh Bus Station and Vinh Market Bus Station are prohibited from entering the city from 5:00 a.m. to 12:00 p.m. every day.
