The Ministry of Justice is requested to take the lead and coordinate with relevant ministries and agencies to research and propose to competent authorities the addition of regulations on criminal penalties for the activities of businesses using multi-level marketing models for illegal business operations.

The Prime Minister has just issued Directive 30/CT-TTg, requiring relevant ministries and agencies to strengthen state management of multi-level marketing activities.

Accordingly, the Prime Minister directed the Ministry of Industry and Trade to take the lead and coordinate with relevant ministries and agencies to promptly detect and strictly handle, in accordance with regulations, multi-level marketing businesses that have not been granted a Certificate of Registration for Multi-level Marketing Activities; and to inspect, examine, and handle violations (if any) regarding the fulfillment of business conditions for goods sold by businesses that have been granted a Certificate of Registration for Multi-level Marketing Activities under their management authority as prescribed by law.

Strengthen inspection and supervision of the implementation of legal regulations on food safety, promotional activities, advertising, conferences, seminars, and dissemination of information about products permitted to be sold through multi-level marketing within the scope of authority prescribed by law.

At the same time, assess the origin and quality of goods from businesses that have been granted a Certificate of Registration for Multi-Level Marketing Activities, especially goods that are manufactured or processed domestically.

The Ministry of Public Security has directed professional forces and police at all levels to strengthen intelligence gathering, promptly detect, and investigate organizations and individuals conducting multi-level marketing or exploiting multi-level marketing schemes in a disguised manner.

The Prime Minister also requested the Ministry of Justice to take the lead and coordinate with relevant ministries and agencies to urgently research and propose to competent authorities the addition of regulations on criminal penalties for the activities of businesses using multi-level marketing models for illegal business operations.

The Ministry of Health, in coordination with relevant ministries and agencies, shall inspect, examine, and handle violations of the law during the production, preliminary processing, processing, preservation, transportation, export, import, and trading of food products, cosmetics, and other products of multi-level marketing enterprises within its jurisdiction as prescribed by law.

The Ministry of Finance publicly discloses timely, accurate, and objective information on the results of tax audits and inspections of multi-level marketing businesses nationwide.

Meanwhile, the Ministry of Science and Technology, in coordination with other ministries, sectors, and relevant units, will conduct inspections and audits to handle violations of legal regulations by multi-level marketing businesses in the fields of standards, measurement, product quality, and intellectual property within its legally defined scope of authority.

The Ministry of Agriculture and Rural Development shall preside over and coordinate with relevant agencies in detecting, preventing, and handling violations in the production, processing, bottling, extraction, packaging, import, business, transportation, and advertising of products of multi-level marketing businesses within its jurisdiction as prescribed by law, with particular emphasis on fertilizer products.
