Cao Son is currently a disadvantaged commune in the mountainous district of Anh Son, striving to achieve the status of a new rural commune in 2023. Mr. Ha Huy Nam from Hamlet 4 said that his family, which was previously a poor household, has now risen to near-poor status. Recently, the hamlet held a re-evaluation.poor households"For the commune to meet the criteria for New Rural Development, the family had to move up to the average household level. Mr. Tran Van Tuan, head of Hamlet 4, said: "When the commune strives..."achieving the new rural development goals.This means that the number of poor and near-poor households must be significantly reduced to meet the poverty criteria. However, for the common good of building the locality to achieve the new rural development goals, people's attitudes have improved. As a result, the hamlet recently held a meeting to evaluate poor and near-poor households, and currently, the percentage of poor households has decreased to 6.6%, and near-poor households to 13.9%.

Mr. Nguyen Hong Son, Chairman of the People's Committee of Cao Son commune, stated that the locality had planned to achieve the new rural development goals since 2022, but failed to do so. The reasons include incomplete criteria such as transportation and environmental protection, as well as the continued reliance and dependence of some residents.

Therefore, changing people's mindset of waiting and relying on others is a long and gradual process of propaganda and mobilization. To achieve this, the locality mobilizes the entire political system to participate actively and regularly. As a result, the mindset of the vast majority of people has now been clarified, and they actively participate in contributing to road construction and other activities. Many households have readily contributed tens of millions of dong to build concrete roads, not to mention contributions to building village cultural centers…

Mr. Nguyen Van Thang, Chairman of the People's Committee of Dong Van commune, acknowledged that as one of the most disadvantaged communes in the district, it has faced many disadvantages in the process of building a new rural area. The biggest obstacle remains the mentality of waiting and relying on the State's policies and regulations. Therefore, from the very beginning of the new rural development program, the Party Committee and the commune government have identified how to untangle the "knot" of waiting and relying on the State's policies and regulations.

With the entire political system involved in widespread propaganda, ensuring that every citizen understands the common benefits of building new rural areas, the majority of people have now adopted an open mindset and integrated with society to develop the economy. With this spirit, Dong Van commune has achieved considerable success in fulfilling the criteria for building new rural areas: 90% of the road network has been paved; the multidimensional poverty rate has decreased to 6.26%...

In mountainous districts, over the past years, many communes have proudly strived to achieve the new rural development goals. First was Thach Giam commune (Tuong Duong district), followed by a series of other localities: Que Son (Que Phong district), Chau Tien (Quy Chau district), Huu Kiem (Ky Son district), and several communes located in particularly difficult areas of Tuong Duong and Con Cuong districts… These successes are primarily due to the determination of the Party committees and local authorities, and the aspiration of the ethnic minority people.

Afraid of losing support policies?

The communes in mountainous areas that have not yet achieved the new rural development goals are all disadvantaged and particularly disadvantaged localities. For a long time, these communes have benefited from many support programs from national target programs as well as other specific policies of the State.

Mr. Lo Kham Kha, Head of the Agriculture and Rural Development Department of Tuong Duong District, stated: When the district assigns a plan for a locality to achieve the new rural development goals, the first difficulty is the mindset of some people who rely on and expect support from the State. They believe that after achieving the goals, they will lose the support policies they have been receiving for so long. However, this does not affect the new rural development movement; the top priority is to do a good job of propaganda. Therefore, communes that achieved new rural development in previous phases, such as Thach Giam, Tam Quang, Tam Thai, Tam Dinh, and Xa Luong, have all achieved the goals on schedule. Only Luu Kien commune did not achieve the goals on schedule this year because the criteria were higher in this phase.

To date, Que Phong district has only one commune that has achieved the new rural development goal: Que Son (now Muong Ngoc commune). Mr. Bui Van Hien, Vice Chairman of the People's Committee of Que Phong district, stated: "In remote and isolated communes, people still have concerns when building new rural areas because after achieving the goal, they will no longer receive all the state support policies and benefits, especially two policies that significantly impact their lives: health insurance and tuition fees for their children at all levels. Therefore, there is a situation where people are reluctant to achieve the new rural development goal. If the propaganda work is not done well, people in some remote and isolated areas will not want their commune to achieve the new rural development goal."

Speaking with reporters, Mr. Nguyen Van Hang, Deputy Chief of the Provincial Rural Development Program Coordination Office, stated that in reality, some communes are reluctant to achieve the new rural development goals. The reason is that communes classified as particularly disadvantaged will be removed from the list of disadvantaged and particularly disadvantaged areas upon achieving these goals. Consequently, government support policies for healthcare, education, etc., will be reduced. Even local officials will not benefit from policies for these special areas, leading to a lack of enthusiasm for rural development.

Based on this reality, not only Nghe An but also many other provinces are proposing to the Central Government that, for particularly disadvantaged communes, after achieving the new rural development goals, they should continue to receive the same state support mechanisms and policies as before for the next 2-3 years, in order to encourage localities to build new rural areas. In addition, localities also need to do a good job of disseminating information, raising people's awareness, and inspiring them to strive to escape poverty and abandon the mindset of dependence and reliance...

To date, Nghe An province has 309 out of 411 communes meeting the new rural standards, including 53 communes meeting advanced new rural standards, 6 communes meeting model new rural standards, and 7 district-level units meeting new rural standards. Resolution No. 18/2020/NQ-HĐND dated December 13, 2020, of the Provincial People's Council set a target for new rural development by 2025: 82% of communes meeting new rural standards (including 20% ​​meeting advanced new rural standards and 5% meeting model new rural standards) and 11 district-level units recognized as having completed the task of building and achieving new rural standards (including 1 district achieving model new rural district status). Currently, many communes in mountainous areas are focusing on implementing the criteria to reach the target on schedule.
