Strictly address the misuse of emergency vehicle signals.
Misuse of priority vehicle signals and the installation of unauthorized equipment still occur in many places, posing a potential risk to traffic safety. The Provincial People's Committee has requested strict inspection and handling, and will hold the heads of departments accountable if violations occur.
Vice Chairman of the Provincial People's Committee Hoang Phu Hien signed and issued Official Document No. 4423/UBND-NC dated April 24, 2026, requesting provincial departments, agencies, and organizations, as well as the People's Committees of communes and wards, to strengthen management, inspection, and handling of violations of regulations on the installation and use of signal transmitting devices for priority vehicles.
According to the Provincial People's Committee, violations still occur in many places, especially the improper installation of signal transmitting devices and the misuse of signals when not performing official duties. Some vehicles are no longer requisitioned for disease prevention and control or disaster relief; vehicles that have been converted for other purposes continue to install and use priority vehicle signal transmitting devices improperly.
To promptly rectify the situation, the Provincial People's Committee requests that agencies, units, and localities continue to strictly implement the regulations of the Government, the Ministry of Public Security, the Ministry of Industry and Trade, and the province regarding the management, installation, and use of signal transmitting devices for priority vehicles.
The management and use of priority signaling devices are the direct responsibility of the head of the agency, unit, or locality. In cases of lax management, leading to violations, especially when detected and processed by traffic police or causing traffic accidents, the head will be held jointly liable.
Units are required to conduct self-inspections, reviews, and verifications of permits for vehicles equipped with priority signaling devices; promptly correct and remove any cases of installation or use that do not comply with regulations.
At the same time, coordinate with the Provincial Police (through the Traffic Police Department) to revoke licenses for vehicles that are damaged, dilapidated, or have exceeded their service life; vehicles that have been converted to other uses or liquidated; and licenses for the use of signal transmitting devices on priority vehicles that have expired.
The Provincial People's Committee also requested increased dissemination of information and reminders to drivers to only use priority signals when performing urgent tasks, transporting or providing emergency medical care to patients as prescribed; and requested agencies, units, and localities to send a list of vehicles under their management to the Provincial Police before April 30, 2026.
Regarding the handling of violations, the Provincial People's Committee has assigned the Provincial Police to direct the Traffic Police force to strengthen patrols and inspections, proactively detect and strictly handle violations such as: installing signal devices that do not comply with the permit; using priority signals when not performing duties; installing and using them on vehicles that are not classified as priority vehicles.
In addition, organizations and individuals who violate the regulations are required to remove and retrieve the signal-emitting devices from priority vehicles; revoke the permits for using the devices; and notify the managing unit to coordinate management and handling in accordance with regulations.
Review and reissue licenses for priority vehicle signal equipment.
The Provincial People's Committee notes that for permits to use signal transmitting devices on priority vehicles issued before January 1, 2025:
- Vehicles including: fire trucks; military vehicles, police vehicles on emergency duty; traffic police escort vehicles… will continue to be valid for the period stated on their permits.
- Vehicles including: vehicles of the prosecution force; ambulances on emergency duty; dike maintenance vehicles; vehicles on duty to mitigate natural disasters and epidemics; vehicles on duty in emergency situations… must follow the procedures for requesting new licenses as stipulated in Chapter IV of Government Decree No. 151/2024/ND-CP dated November 15, 2024.
