Every official and public servant is required to make their utmost effort for socio-economic growth.

On the morning of January 7th, the Provincial People's Committee held a conference to implement the socio-economic development plan and the State budget estimate for 2020 via online format with districts, cities, and towns. Comrade Thai Thanh Quy - Alternate Member of the Central Committee of the Party, Deputy Secretary of the Provincial Party Committee, and Chairman of the Provincial People's Committee - presided over the conference.

Striving to achieve a 10% growth rate.

At the conference, leaders of the Provincial People's Committee, departments, agencies, and localities at various locations affirmed that many achievements in 2019 have created an important foundation and confidence for building a socio-economic scenario for 2020 with higher targets.

Specifically, based on the Resolution on the socio-economic development plan for 2020, which sets a growth rate of 9-10% for the Gross Regional Domestic Product (GRDP), despite forecasts that the economy will continue to face many unpredictable difficulties and challenges, the Provincial People's Committee is determined to strive to achieve a 10% growth rate for the Gross Regional Domestic Product (GRDP) in 2020.

To achieve the aforementioned gross domestic product scenario, the Provincial People's Committee has also specified targets for each economic sector. The agriculture, forestry, and fisheries sector is projected to achieve a production value (at constant prices) of approximately VND 35,889 billion, a 5% increase; of which the added value (at constant prices) is projected to reach approximately VND 18,491 billion, a 5% increase compared to 2019.

The industrial and construction sector achieved a production value (at constant prices) of approximately VND 121,473 billion, an increase of 17.5%; of which the added value (at constant prices) reached approximately VND 32,411 billion, an increase of 16.0% compared to 2019.

The service sector's output value (at constant prices) reached approximately VND 66,378 billion, an increase of 8.5%; of which the added value (at constant prices) reached approximately VND 41,354 billion, an increase of 7.9% compared to 2019.

Regarding tax revenue, the goal is to achieve 17,056 billion VND, an increase of 4.01% compared to 2019 and a 12.09% increase compared to the Provincial People's Council Resolution; of which product taxes minus product subsidies with added value (fixed price) will reach approximately 4,829 billion VND.

Thus, under the specific scenario described above, within the 10% overall growth rate, the agriculture, forestry, and fisheries sector contributes 1.0 percentage point; the industry and construction sector contributes 5.07 percentage points; the service sector contributes 3.43 percentage points; and product taxes less product subsidies contribute 0.51 percentage points.

The socio-cultural sector was also the focus of discussion, with specific goals set, such as poverty reduction, vocational training and job creation; and building schools that meet national standards...

This requires the efforts of every official and civil servant from the provincial level to the grassroots.

Delivering a keynote address at the conference, Comrade Thai Thanh Quy - Alternate Member of the Central Committee of the Party, Deputy Secretary of the Provincial Party Committee, and Chairman of the Provincial People's Committee - affirmed that, within the system of socio-economic indicators decided by the Provincial People's Council for 2020, many targets set by the Provincial People's Committee were higher than those set.

Therefore, every official and employee in the political system from the commune to the district level, and in provincial-level departments and agencies, must truly strive, be determined, and act decisively, "matching words with actions" in fulfilling their assigned responsibilities and duties, creating widespread emulation movements.

The Provincial People's Committee has also specified 12 groups of general tasks and solutions for guidance and management, and 149 specific tasks for departments and agencies.

Regarding each sector, the Chairman of the Provincial People's Committee emphasized the importance of developing the agricultural economy, ensuring stability in rural areas, increasing farmers' income, and enhancing value per unit area through promoting agricultural restructuring, changing crop structures, and replicating successful and effective models.

The goal of building new rural areas was achieved with 30 communes reaching the target in 2020, ensuring three "no's": "no outstanding debts, no excessive mobilization of resources from the people, and no pursuit of superficial achievements."

Sectors and localities need to proactively attract investment based on a review of their potential, advantages, and development needs; focus on building and managing sound planning; concentrate on revenue collection, pay attention to nurturing revenue sources, and resolutely recover outstanding debts and combat revenue losses.

Regarding education, attention should be paid to selecting textbooks that are correct, aligned with the Ministry's guidelines, and appropriate for each region; strict implementation and thorough listening to the opinions of the people and teachers are crucial; avoiding the selection of multiple textbook sets within a single region is essential; and promoting foreign language teaching and learning should become a genuine and effective movement, meeting the demands of integration. School revenue and expenditure must be scientific, rational, transparent, and accountable.

In terms of culture, there is a strong focus on major events to further affirm their value, promote the socio-economic achievements of the country and the province, and strengthen national unity.

All levels and sectors also need to pay attention to and care for the welfare and policies for eligible individuals, especially during the Lunar New Year of the Rat. Continue to uphold the role of the heads of Party committees and governments from the grassroots to the district and provincial levels in receiving citizens and resolving complaints and denunciations, especially those long-standing, "hot," and pressing issues.
