On September 7th, the Hong Bang District Police in Hai Phong City issued a temporary detention order against Nguyen Van Vien to investigate his alleged rape.
Previously, on September 5th, the Quan Toan Ward Police (Hong Bang District, Hai Phong City) received a report from the family of H., a 3-year-old child residing in Quan Toan Ward, regarding the rape of H. by Nguyen Van Vien (57 years old, residing at 67 Dong Huong Street, Quan Toan Ward).
Subsequently, the Hong Bang District Police summoned Nguyen Van Vien for questioning and clarification.
At the police station, Vien confessed to raping H. while she was playing at his house at 10:30 AM on September 4th.
