Mr. Tran Dinh Nha:Putting people in the right time is also difficult. In the case of people about to retire, if no one is appointed during that period, it will naturally be reduced. But in the case of too many people, no one is about to retire, then that is not allowed, because the law is the law. The cadre work in that Party organization is not done seriously.
PV:He also questioned why there were so many deputies and one of the reasons was that when they discussed everything, it made sense?
Mr. Tran Dinh Nha:It has always been like that. If there are deputies, they must be assigned to do something. Who would leave a deputy in charge of something? So it must be divided. If there are few deputies, it is okay for one person to be in charge of the whole area.
PV:As in the case of Thanh Hoa, it is explained that many deputies are needed because of the large amount of work, large area, and multi-disciplinary...However, there are also opinions that many deputies sometimesstill causing overlap in work and not excluding shirking responsibility?
Mr. Tran Dinh Nha:Yes! I think it might cause overlap. Explaining the large area, large population or something like that is endless. In that case, the US has not 1 Vice President but 7 Vice Presidents.
PV:The regulations are in place, the appointment process is strict and clear, so why do localities still "break the rules" while we are promoting streamlining the apparatus and reducing staff, sir?
Mr. Tran Dinh Nha:The law is clearly stated, but if it is not implemented properly, it has a supervisory role. Depending on the level, the National Assembly and the People's Council must speak up. Especially at the direct superior level like the Department of Agriculture and Rural Development, the Ministry of Agriculture and Rural Development must also have an opinion. When the Party Committee discusses, it is not strictly implemented.
PV:In reality, there are cases where the Ministry itself sends cadres to the locality and that person is often appointed as Deputy?
Mr. Tran Dinh Nha:Deputy level is regulated by law, one Deputy Department, two Deputy Departments or no more than 5 Deputy Ministers, 6 Deputy Ministers... But now there is a situation of frequent rotation, such as the regulation of no more than 3 or 4 Vice Chairman of the province, but people rotate to become Vice Chairman of the province, adding a 5th position. In my opinion, this position is also not correct. If one position is rotated, then another position must be rotated, not that you rotate back to add a position.
We must review the way we rotate cadres, we must pay attention, not just bring people back and then appoint them again. The law stipulates that 4 Deputy is 4 Deputy, not rotating it to 6. Or you can only appoint 3 Deputy so that the remaining slots are for rotation. That is the only way to be strict.
PV:In cases where appointments exceed regulations, whether it is 1 or 5, do you think it is necessary to "strongly" cut down to strictly comply with regulations?
Mr. Tran Dinh Nha:In my opinion, it should be like that. It may be a bit painful, but doing so is to set an example. Otherwise, other provinces and departments will follow suit without any reason to say anything. If Thanh Hoa can do it, then it is not just Nghe An that cannot do it, and from there, the chain will spread.
