10 workers' contracts were renewed, Nghe An fishing control ship resumed operations
(Baonghean.vn) - On May 13, the fisheries surveillance ship KN-688-NA was put into operation, carrying the Inter-sectoral Working Group to patrol, inspect, and control fishing vessels at sea. In the group, there were 4 members who had just been re-signed contracts by the Department of Fisheries and Fisheries Surveillance.
To put the fishing control fleet into operation, on April 25, 2024,Department of Fisheries and Fisheries SurveillanceThere is a Submission No. 24/TTr-CCTSKN-HC sent to the Department of Agriculture and Rural Development requesting permission to re-sign contracts with workers operating fishing control vessels.

Citing Official Dispatch No. 1058/CD-TTg dated November 4, 2023 of the Prime Minister on implementing urgent key tasks and solutions to combat illegal, unreported and unregulated fishing, removing the "Yellow Card" warning of the European Commission; Circular No. 22/2018/TT-BNNPTNT dated August 15, 2018 of the Ministry of Agriculture and Rural Development regulating crew members of fishing vessels and fisheries service vessels; Decree No. 111/2022/ND-CP dated December 30, 2022 of the Government on contracts for certain types of work in administrative agencies and public service units... The Department of Fisheries and Fisheries Control reported that in 2024, the Provincial People's Committee assigned 44 positions, including 28 civil servants, 10 public employees, and 6 contract officers serving under Decree 111/2022/ND-CP.
According to the Department of Fisheries and Fisheries Surveillance, with the assigned staff, 10 contracts are working on 2 Fisheries Surveillance vessels to operate the fleet serving patrol and control work at sea, which is not included in the assigned staff of the Department. This fact was reported by the Department of Fisheries and Fisheries Surveillance to the Department of Agriculture and Rural Development in Document No. 48/BC-CCTSKN dated March 27, 2024 to request opinions on temporarily suspending the operation of the fisheries surveillance vessels.

On April 10, 2024, at a working session with the Department of Agriculture and Rural Development, Chairman of the Provincial People's Committee Nguyen Duc Trung directed and assigned the Sub-Department to re-operate the fisheries control fleet to serve the patrol and control of fishing activities at sea. Therefore, in order for the fisheries control fleet to operate, the Sub-Department of Fisheries and Fisheries Control requested the Department of Agriculture and Rural Development to allow signing contracts with the above 10 workers to perform the task of patrolling and controlling fishing activities at sea (the source of funding for wages is from the career fund for protecting aquatic resources).
Responding to the Department of Fisheries and Fisheries Surveillance in Document No. 1730/SNN-TCCB dated May 6, 2024, according to the Department of Agriculture and Rural Development, at Point b, Clause 1, Article 4, Decree No. 111/2022/ND-CP dated December 30, 2022 of the Government stipulates the support work in administrative agencies as follows: "Reception, service; miscellaneous work; vehicle keeping; maintenance, repair, operation of headquarters, equipment, machinery serving the activities of agencies, organizations, units"; regarding the cost of implementing the contract signing, according to Point a, Clause 1, Article 12 of Decree No. 111/2022/ND-CP stipulates: "The cost of implementing the contract comes from the state budget, other sources of revenue (if any); outside the salary fund of the agency or unit".

Based on the above regulations and considering the nature of the work of the 10 labor contracts currently working on fisheries surveillance vessels, the Department of Agriculture and Rural Development agrees to allow the Department of Fisheries and Fisheries Surveillance to sign contracts according to Decree No. 111/2022/ND-CP dated December 30, 2022 of the Government to perform support work for the above 10 workers, pay salaries and salary-based allowances from the budget for aquatic resources protection provided by the state budget.

Document No. 1730/SNN-TCCB dated May 6, 2024 was also sent to the Provincial State Treasury, with the request "To ensure the rights of workers, the Department of Agriculture and Rural Development requests the Provincial State Treasury to promptly pay benefits to workers according to regulations".
On May 13, 2024, the fisheries inspection ship KN-688-NA officially left the shore, taking the interdisciplinary working group to conduct patrols, inspections and controls at sea. The working trip of the interdisciplinary team will last for 4 days (from May 13 to May 16, 2024); the scope of patrols and inspections is the coastal waters and offshore areas of the province from Lach Quen to the border area of Ha Tinh province.

In the working group, there were 4 members who were workers on the new fishing control vessels that the Department of Fisheries and Fisheries Control had re-signed contracts with. They included Captain Vu Xuan Trong, Deputy Captain Nguyen Huu Hao, Chief Sailor Vu Viet Nam and Mechanic Luong Van Dieu.
