Ten laws will come into effect on January 1, 2013.
From January 1, 2013, many new regulations and policies from 10 laws will come into effect. Of particular note are the Vietnamese Maritime Law, the Law on Judicial Expertise, the Law on Pricing, the Law on Dissemination and Education of Law, and the Law on Higher Education.

The Vietnamese Law of the Sea comprises 7 chapters and 55 articles, addressing key issues such as: principles and policies for managing and protecting the sea; the scope and regulations of internal waters, territorial sea, contiguous zone, exclusive economic zone, and continental shelf; the regulations concerning Vietnamese islands and archipelagos; activities within Vietnam's maritime zones; search and rescue; protection of marine resources and the environment; marine scientific research; marine economic development; maritime patrol and control; and international cooperation on maritime affairs.
The Vietnamese National Assembly's adoption of the Law on the Sea is a significant legislative activity aimed at perfecting our country's legal framework, serving the use, management, and protection of Vietnam's seas and islands, and promoting the development of the marine economy. It facilitates international integration and strengthens cooperation with other countries, contributing to peace and stability in the region and the world. For the first time, our country has a legal document that fully regulates the legal regime of the seas and islands under Vietnam's sovereignty and sovereign rights.
Vietnam's Law of the Sea clearly defines Vietnam's maritime zones, including internal waters, territorial sea, contiguous zone, exclusive economic zone, and continental shelf.
Promoting the policy of socializing forensic examination activities.
One of the most notable aspects of the Law on Forensic Examination is the provision allowing the establishment of Forensic Examination Offices. This provision, alongside public forensic examination organizations, is a step forward in promoting the socialization of forensic examination activities, aiming to maximize the mobilization of social resources for this purpose. It ensures that prosecuting authorities have more options when considering and deciding to request expert opinions, especially in situations where there is a shortage of experts or organizations to conduct such consultations.
The Law on Forensic Examination consists of 8 chapters with 46 articles regulating the organization and operation of forensic examination.
Observe "Law Day": November 9th
According to the Law on Dissemination and Education of Law, November 9th each year is the Law Day of the Socialist Republic of Vietnam. Law Day is organized to honor the Constitution and laws, and to educate everyone in society about the importance of respecting the rule of law. This is the day the National Assembly of the Democratic Republic of Vietnam promulgated the 1946 Constitution, the first fundamental law of our country.
According to the Law, the State encourages and provides support and favorable conditions for agencies, organizations, businesses, and individuals to participate in the dissemination and education of law; and mobilizes social resources to contribute to the dissemination and education of law.
The Law on Dissemination and Education of Law consists of 4 Chapters and 41 Articles, which regulate many other important issues such as the content and forms of law dissemination, the responsibilities of agencies, organizations, and individuals in disseminating the law, and the conditions ensuring this work.
Consistently implement a market-based pricing mechanism with state management.
The Law on Prices consists of 5 Chapters and 48 Articles. A new point in the Law is that the prices of goods and services set by the State must also be consistent with market principles. Social welfare policies must be addressed through other policies.
The law also stipulates that state agencies and organizations and individuals engaged in production and business must publicly disclose price information, contributing to a transparent and open market, limiting the underground market, and creating a general consensus in society on price management and regulation policies, thereby generating positive psychological responses from consumers.
Price stabilization measures are implemented when the prices of goods and services on the specified list experience unusual fluctuations or when price levels fluctuate in a way that affects socio-economic stability.
Closely monitor the quality of training.
The Law on Higher Education comprises 12 Chapters and 73 Articles, regulating the organization, tasks, and powers of higher education institutions, training activities, scientific and technological activities, international cooperation activities, quality assurance and accreditation of higher education, lecturers, students, finance, assets of higher education institutions, and state management of higher education.
The law stipulates four fundamental new issues: university stratification, the socialization of higher education, the autonomy of higher education institutions, and quality control of training. Of these, the autonomy of higher education institutions is consistently and comprehensively reflected in the law's provisions.
The Law on Higher Education includes provisions for closely monitoring the quality of training throughout a student's time at the university. Specifically, the Law stipulates minimum standards for knowledge and skills, instead of prescribing a framework curriculum as before.
According to the law, quality accreditation is mandatory for higher education institutions to exercise their autonomy. Based on the results of the quality accreditation, higher education institutions will be ranked according to criteria prescribed by competent authorities.
From January 1, 2013, 10 laws will come into effect, including: the Law on the Sea of Vietnam; the Law on Higher Education; the Law on Trade Unions; the Law on Deposit Insurance; the Law on Prices; the Law on Dissemination and Education of Law; the Law on Judicial Expertise; the Law on Advertising; the Law on Water Resources; and the Law on Prevention and Combat of Money Laundering.
