100% of projects using state budget capital will have to use unburnt bricks.
According to Circular No. 13/2017/TT-BXD recently issued by the Ministry of Construction, 100% of construction projects using the State budget in Hanoi and Ho Chi Minh City will have to use unburnt construction materials from February 1, 2018.
Accordingly, Circular 13/2017/TT-BXD regulates the use of unburnt construction materials in civil and industrial construction works for walls, partitions and masonry blocks.
Unburnt construction materials include: Concrete bricks; lightweight materials: bricks or panels made from autoclaved aerated concrete, non-autoclaved aerated concrete, foam concrete; the above types have a volume weight of less than 1000kg/m3; gypsum wall panels, 3D panels, concrete panels, lightweight panels; other bricks made from construction waste, industrial waste; silicate bricks.

Construction works invested by state budget capital, non-budget state capital, and loans from enterprises with state capital greater than 30% must use unburnt construction materials in the total construction materials with the following proportions for each locality:
Hanoi and Ho Chi Minh City use 100%. Northern Delta and midland provinces, Southeast region: In urban areas from type III and above, use at least 90%, in the remaining areas use at least 70%. Remaining provinces: In urban areas from type III and above, use at least 70%, in the remaining areas use at least 50%.
Construction works of 9 floors or more must use at least 80% of unburnt construction materials in the total construction materials. Construction works with special requirements that do not use unburnt construction materials must be considered and approved by the competent state management agency.
The Ministry of Construction will preside over and coordinate with relevant ministries and branches to organize periodic or surprise inspections of compliance with regulations on the production, trading and use of unburnt construction materials in construction works nationwide.
People's Committees of provinces and centrally run cities are responsible for directing competent agencies to periodically or suddenly inspect and examine compliance with regulations on production, trading and use of unburnt construction materials in construction works in the area.
The use of unburnt building materials is a policy that the Government and the Ministry of Construction pay special attention to and direct its implementation nationwide. Recently, at the National Building Materials Conference, Deputy Prime Minister Trinh Dinh Dung said that the implementation of the Unburnt Building Materials Program has not achieved its set goals. The progress and quality of the Program have not met the requirements, the quantity and types of materials are not many, and they have not been widely used.
