100% of administrative boundary disputes at district level in Nghe An are resolved.

(Baonghean.vn) - That was the information given at the meeting between the Standing Committee of the Provincial People's Council and the Department of Home Affairs on resolving voters' petitions on the afternoon of November 15.

According to the report of the Department of Home Affairs, voters' recommendations focused on three main contents: resolving administrative boundary disputes; implementing criteria for classifying hamlets, blocks, and villages; and resolving the backlog of awards for the Resistance Medal.

Based on voters' opinions and feedback, recently, the Department of Home Affairs has focused on coordinating with the Department of Natural Resources and Environment and local authorities to review and summarize points of conflict and administrative boundary disputes for focused resolution. Accordingly, the whole province has 50 disputed areas at the district level; 175 disputed areas at the commune level.

Up to this point, 100% of the district-level dispute points have been resolved. For 175 commune-level dispute points, according to the report, localities have basically resolved and agreed between the records and administrative boundary maps established according to Directive 364/CT with the actual land use management of each locality; especially ending complicated points, "hot spots", and risks of insecurity and disorder in the province.

However, according to Ms. Nguyen Thi Anh Hoa - Deputy Chief of Office of the Provincial People's Council, who monitors voters' feedback and recommendations, recently, there have been cases of encroachment, causing conflicts and disputes, and destroying crops in Muong Long and My Ly communes (Ky Son).

Acknowledging the encroachment situation in some localities, Mr. Dau Van Thanh - Director of the Department of Home Affairs affirmed that the Department continues to direct localities to focus on solving it. If the solution of the local government is still rigid, it must be overcome; if it is due to the people's compliance, it must continue to propagate, explain, and mobilize people to agree to implement it.

Regarding the voters' recommendations on implementing criteria for classifying hamlets, blocks, and villages in Nghe An province, the Department of Home Affairs has implemented them according to Decision No. 84/2010/QD-UBND and Decision No. 11/2011/QD-UBND of the Provincial People's Committee.

Accordingly, the classification of hamlets, blocks, and villages is carried out according to classification criteria, scoring methods, classification scoring framework, specific factors, authority, and procedures; associated with the classification are accompanying policies suitable for each type of hamlet and village.

However, according to Mr. Dau Van Thanh, currently in some localities there is still a mentality of wanting to separate hamlets and villages; although the Department of Home Affairs has responded many times, localities still make recommendations.

From the practical situation, Mr. Dau Van Thanh recommended that the provincial People's Council delegates, during the process of meeting voters, need to clearly inform voters of their viewpoints and policies, and in the current trend when Resolution 6 of the Central Committee (term XII) was issued, it is impossible to separate but must merge, to avoid voters making repeated petitions on this issue.

Concluding the meeting, Ms. Cao Thi Hien - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Council requested the Department of Home Affairs to continue reviewing administrative boundary disputes in the province to assess and forecast the situation and promptly have a solution within its authority or guide and urge localities to resolve.

Regarding the implementation of criteria for classifying hamlets, blocks, and villages, the Vice Chairman of the Provincial People's Council also requested the Department of Home Affairs to review current regulations to promptly propose amendments and supplements to hamlet and village classification criteria in accordance with regulations and practices.

Ms. Cao Thi Hien also assigned the Department of Home Affairs to direct local authorities to coordinate with investors to establish management boards at apartment buildings to put administrative management at apartment buildings in order...
