102 Cooperatives in Nghe An convert their operations according to the Law on Cooperatives
(Baonghean.vn) - On the morning of January 27, the Provincial Steering Committee for Collective Economic Development held a meeting to summarize activities in 2015 and deploy tasks for 2016. In 2015, despite the difficult conditions in developing the collective economy, the Steering Committee advised the Provincial People's Committee to issue a document directing the development of cooperative economic groups; Directing the effective implementation of the conversion of cooperatives according to the 2012 Law on Cooperatives and the contest to learn about the 2012 Law on Cooperatives, thereby raising awareness of the role and importance of collective economy and cooperatives in the socio-economic development of the province.
The Provincial Cooperative Union and the Department of Agriculture and Rural Development have issued documents on consulting and guiding the implementation of reviewing, evaluating, re-registering, converting or dissolving agricultural cooperatives according to the 2012 Law on Cooperatives. Up to now, 102/555 cooperatives that must be converted have been converted, and nearly 100% of the cooperatives that have not been converted have drafted revised charters and prepared procedures for conversion within the prescribed time. During the year, 23 new cooperatives were also established.

Currently, 21/21 districts, cities and towns have established district-level steering committees; 15/21 districts have developed plans and projects to innovate the development of the collective economy in the area. There are 6 districts that do not have any plans or projects, including Thai Hoa Town, Que Phong, Quy Hop, Tuong Duong, Nam Dan, and Cua Lo Town.
Implementing the tasks of 2016, the Provincial Steering Committee for Economic Development directed localities to accelerate the progress of converting cooperative activities according to the 2012 Law on Cooperatives, striving to convert 100% of cooperatives to operate according to the 2012 Law on Cooperatives before July 1, 2016. Establish new types of cooperatives from 25-30 cooperatives and 50-70 cooperative groups; Focus on building typical cooperative models to replicate each district, city, and town with at least 1-2 models; Reduce the rate of weak and average cooperatives from 5-10%, ...

Concluding the conference, Comrade Hoang Viet Duong, Vice Chairman of the Provincial People's Committee emphasized: In 2015, the development of the economic sector had many positive changes, contributing to the overall socio-economic development of the province. Many units operated with good results, creating more jobs for workers, contributing to ensuring social security in rural areas.
The Steering Committee has advised the Provincial People's Committee to issue a number of important policies and mechanisms in the development of collective economy and craft villages in the area. However, in addition to the achieved results, there are still problems in directing the implementation of cooperative transformation according to the 2012 Law, without a specific plan, so the efficiency is not high. Some local Party committees and authorities have not really paid attention to the development of collective economy and job creation for workers. The leadership of cooperatives has limited capacity and needs a mechanism to train, foster and rotate cadres to become cooperative managers.

The Vice Chairman of the Provincial People's Committee also noted that the 2016 task requires checking and evaluating the advantages and difficulties in the current development of the collective economy; Strengthening the inspection work in localities in implementing the task of developing the collective economy; developing a training plan for the cooperative management team; at the same time focusing on directing and building pilot cooperative economic models, each type from 1-2 models.
