(Baonghean.vn) - According to police documents, in 2001, while he was the commune's youth union secretary, Thai became addicted to drugs. To have money to use drugs, Thai contacted Lo Van Hai (born in 1962), residing in Huu Kiem commune, Ky Son district, to buy drugs to sell for profit.

As a qualified person, he actively participated in local activities. After being elected as the secretary of the commune Youth Union, Lu Van Thai was active and responsible in his work, so he was trusted by everyone.

Working in the Youth Union, Thai had the opportunity to interact and interact with many elements, including many bad elements. From there, Thai gradually entered the path of drugs, becoming an addict. To have goods to use, Thai organized buying and selling and became an important link in a drug trafficking ring with extremely sophisticated tricks.

At 9:00 a.m. on March 17, 2001, Ky Son District Police coordinated with the Drug Crime Investigation Police Department of Nghe An Police to arrest Lo Van Hai (born in 1962), residing in Na Chao village, Huu Kiem commune, Ky Son district, who was illegally selling drugs to addicts and organizing drug use for addicts at Hai's house. The police seized 8 packs of heroin and 1 syringe.

Through quick investigation, Hai confessed that the drugs were sold by Lu Van Thai. Immediately after that, the Investigation Police Agency issued an arrest warrant and searched Thai's house, but he had already fled. Through the search, the police seized 4 synthetic drug pills and some related evidence. On August 13, 2002, the Investigation Police Agency of Nghe An Province issued a wanted notice No. 53 against Lu Van Thai for the crime of illegal drug trafficking.

After the arrest warrant was issued, detectives quickly began searching for Thai's whereabouts. According to some sources from people living near Thai's house, Thai had moved his wife and children to Laos, so finding clues about where Thai was hiding was extremely difficult.

Through many professional measures, the detectives discovered that Thai was hiding in Xieng Le Tha village, Pak Ngum district, Vientiane capital (Laos). Accordingly, after hiding, Thai worked as a porter. To avoid detection by the authorities, Thai made a new identity card with the name Phom Mang (born in 1962).

At the end of April 2016, the Criminal Investigation Department provided all information and documents related to the subject to the professional departments of the Ministry of Public Security to coordinate with the Lao Ministry of Security to quickly deploy a plan to arrest the subject.

On April 29, 2016, Lu Van Thai was arrested. At the investigation agency, Thai confessed that in 2001, after discovering that his accomplice Lo Van Hai had been arrested, he took a bus to Noong Het district, Xieng Khouang province (Laos), then moved to Xieng Le Tha village, Pak Ngum district, Vientiane capital to live.

On June 8, the working group of the Nghe An Police Wanted Criminals Department set off, traveling 600 km to the capital Vientiane (Laos) to complete the procedures for handing over the subject according to regulations. On the afternoon of June 9, the convoy escorting the subject returned safely to the headquarters of the Provincial Police Investigation Agency, ending 15 years of searching for wanted subject Lu Van Thai.
