17 types of imported goods must go through customs procedures from July 1
Tobacco, alcohol, beer, playing cards, votive paper... when imported must go through customs procedures at the import port.
The Prime Minister has just issued Decision 15/2017/QD-TTg with the List of goods that must go through customs procedures at the entry gate, including:
1. Cigarettes, cigars and other tobacco products used for smoking, inhaling, chewing, sniffing or sucking
- Unprocessed tobacco leaves; tobacco waste.
- Cigars, cheroots, cigarillos and cigarettes, of tobacco or of tobacco substitutes.
- Manufactured tobacco and other manufactured tobacco substitutes; "homogenised" or "reconstituted" tobacco; tobacco extracts and essences.
2. Alcohol
- Wine of fresh grapes, including fortified wines; grape must other than that of heading 20.09.
- Vermouth and other wines made from fresh grapes flavored with herbs or aromatics.
- Other fermented beverages (for example, cider, perry, mead); mixtures of fermented beverages and mixtures of fermented beverages and non-alcoholic beverages, not elsewhere specified or included.
- Undenatured ethyl alcohol of an alcoholic strength by volume of 80% vol or higher; ethyl alcohol and other spirits, denatured, of any strength.
- Undenatured ethyl alcohol of an alcoholic strength by volume of less than 80% vol; spirits, liqueurs and other spirituous beverages.

4. Two-wheeled motorcycles, three-wheeled motorcycles with cylinder capacity over 125cm3
- Has a piston-type internal combustion engine with a cylinder capacity exceeding 125 cc but not exceeding 250 cc

- Having internal combustion piston engine with cylinder capacity exceeding 500 cc but not exceeding 800 cc
- Other types

6. Gasoline of all kinds
Engine gasoline:
- RON 97 and higher, leaded
- RON 97 and higher, unleaded
- RON 90 and above, but below RON 97 leaded
- RON 90 and above, but below RON 97 unleaded
- Other, leaded
- Other, unleaded
- Aviation gasoline, other than that used as jet fuel
7. Air conditioners with capacity of 90,000 BTU or less

10. Goods must be quarantined for animals according to the List prescribed by the Ministry of Agriculture and Rural Development.
11. Goods must be quarantined for aquatic products according to the List prescribed by the Ministry of Agriculture and Rural Development.
12. Goods must be quarantined according to the List prescribed by the Ministry of Agriculture and Rural Development.
13. Explosive precursors and industrial explosives according to the List prescribed by the Ministry of Industry and Trade
Explosive precursors (according to Government regulations on industrial explosives)
- Ammonium nitrate (NH4 NO3) in crystalline form is used to produce emulsion explosives;
- Ammonium nitrate (NH4 NO3) in foam form is used to produce ANFO explosives;
14. Industrial explosives (including: industrial explosives, primers, detonators, detonating cords, blasting beads, LIL cords of all kinds):
- Types of electric detonators used in industry;
- Industrial detonator No. 8;
- Waterproof detonating cord for industrial use;
- Industrial slow burning wire;
- Primers used for industrial explosives;
- Emulsion explosives used for underground mines and constructions without explosive gas and dust;
- Ammonium explosive AD1;
- Other types of explosives (according to the list prescribed by the Ministry of Industry and Trade).
15. Goods affecting security and national defense according to the List prescribed by the Ministry of Industry and Trade

17. Goods subject to safeguard tax, anti-dumping tax, anti-subsidy tax according to regulations of the Ministry of Industry and Trade
According to Article 2 of this Decision, the above goods shall undergo customs procedures at the entry gate or at customs clearance locations outside the entry gate in the following cases:
- Imported equipment, machinery and materials for factory and construction construction must go through customs procedures at the customs office where the factory, construction or warehouse of the factory or construction is located.
- Raw materials, supplies, equipment, machinery, components and spare parts for processing and production must go through customs procedures at the customs office where the factory or production facility is located.
- Temporarily imported goods for fairs, exhibitions, and product introductions must go through customs procedures at the customs office where the fair, exhibition, or product introduction is held.
- Goods imported into duty-free shops must go through customs procedures at the customs office managing the duty-free shop.
- Goods imported into duty-free zones must go through customs procedures at the customs authority managing the duty-free zone.
- Imported goods serving emergency relief requests as prescribed in Clause 1, Article 50 of the Customs Law shall go through customs procedures at the customs authority where the natural disaster, epidemic or emergency relief request occurs.
- Specialized imported goods serving security and national defense as prescribed in Clause 2, Article 50 of the Customs Law shall undergo customs procedures at the customs authority at the request of the customs declarant.
- Gasoline is transported from bonded warehouses to customs clearance locations where traders have petroleum storage systems.
- Imported goods packed in the same container and brought to the LCL collection location must go through customs procedures at the customs agency managing the LCL collection location.
- Other cases as decided by the Prime Minister.
