Based on reviewing and understanding the production situation as well as Party building work in enterprises within the Party Committee, the Party Committee of the bloc has clearly identified that there are 18 Party Committees and affiliated Party cells facing difficulties, accounting for 13.53% of the total number of Party organizations in the entire Party Committee.

Among the 18 disadvantaged organizations, they are divided into 4 groups, including 4 organizations with special difficulties such as large tax and social insurance debts, workers lacking jobs and delayed salary payments; 9 organizations with difficulties in carrying out political tasks and limitations in Party building work; 2 organizations with difficulties proposed to be dissolved; 3 organizations with difficulties proposed to merge into a Party Committee.

Accordingly, in addition to the general solution of assigning members of the Party Committee Standing Committee and specialists to monitor the grassroots level, grasp the situation, promptly advise, propose and recommend the province to promptly resolve the existing problems of enterprises, the Party Committee of the bloc has also proposed solutions for each group of TCCSĐ.

Specifically, for the particularly difficult TCCSĐs, the Standing Committee of the Party Committee of the Enterprise Bloc continues to work with the Social Insurance and related units to find solutions to remove difficulties and resolve policies for employees. On the other hand, the Party Committees of these TCCSĐs coordinate with the Board of Directors and the Board of Directors to actively seek jobs, recover capital, promptly make recommendations to superiors on difficulties and problems in policies and mechanisms; coordinate with the Social Insurance to gradually remove and resolve policies to ensure benefits for employees.

For grassroots organizations facing difficulties in carrying out political tasks and limitations in Party building work, the Standing Committee of the Party Committee of the Bloc directly works with the Party Committee, Board of Directors, and Board of Directors of the company, grasps and synthesizes recommendations and proposals from the grassroots organizations to report to the Standing Committee of the Provincial Party Committee and the Provincial People's Committee to help the grassroots organizations overcome difficulties.
