According to the North Central Hydrometeorological Station, at 4:00 a.m. on September 2, the center of the storm was located at about 21.8 degrees North latitude; 113.1 degrees East longitude, in the sea southwest of Guangdong province (China). The strongest wind near the center of the storm was level 12-13 (118-149 km/h), gusting to level 15, moving in a West Southwest direction, at a speed of about 15 km/h.
