Two ministers launch pilot "question and answer immediately"
In the question-and-answer session of the National Assembly Standing Committee scheduled for March 21, Minister of Justice Le Thanh Long and Minister of Science and Technology Chu Ngoc Anh will launch a pilot program of "questioning and answering questions immediately", meaning that deputies will ask for no more than 1 minute, and ministers will answer for no more than 3 minutes.
Vice Chairman of the National Assembly Do Ba Ty has just signed a document promulgating the plan for organizing questioning activities at the 22nd session of the National Assembly Standing Committee. Accordingly, the National Assembly Standing Committee decided to organize questioning sessions on two main groups of issues.
In the first group of issues, deputies will question solutions to ensure the progress, quality and procedural records of Government projects submitted to the National Assembly, especially the appraisal to ensure the quality of projects and draft laws; solutions to overcome the slow issuance of documents detailing laws, ordinances and resolutions of the National Assembly and the National Assembly Standing Committee; promote propaganda, dissemination and education of law, and improve the effectiveness of law enforcement.

Minister of Justice Le Thanh Long will answer this group of questions. Deputy Prime Minister Truong Hoa Binh, along with the Minister, Head of the Government Office, and Ministers of the Ministries of Home Affairs, Information and Communications, and Education and Training, will also participate in answering and explaining related questions.
In the second group of issues, delegates will question the effectiveness of applying the results of scientific research topics in real life; the control of technology imports in production, business and services; the application of science and technology to promote increased labor productivity; and the application of high technology to serve socio-economic development.

Minister of Science and Technology Chu Ngoc Anh will answer the main questions. Deputy Prime Minister Vu Duc Dam and the Ministers of Finance, Home Affairs, Industry and Trade, Agriculture and Rural Development, and Education and Training will also participate in answering and explaining related issues.

The new point this time is that the Minister does not present a report before answering. In particular, there will be a pilot implementation of "questioning and answering questions immediately". National Assembly deputies will question briefly, clearly, no more than 1 minute/time; the answerer will not exceed 3 minutes/time.
In case a National Assembly member is not satisfied with the answer, he/she can use the form to register for a debate. The time for questions and answers during a debate is shorter than that for interpellations.
In addition to members of the Standing Committee of the National Assembly, the question-and-answer session was attended by the Standing Committee of the Ethnic Council, Standing Committees of the National Assembly (all full-time National Assembly deputies at the central level); full-time National Assembly deputies at the local level; leaders of agencies under the Standing Committee of the National Assembly; and leaders of the National Assembly Office.
There were also representatives of the Supreme People's Court, the Supreme People's Procuracy, the Party Central Office, the President's Office, the Government Office, the State Audit Office, and the Vietnam Fatherland Front Central Committee.
The question and answer session was broadcast live on Voice of Vietnam, Vietnam Television, and National Assembly Television.
