2 party members receive disciplinary action for violating payment of benefits to students in Xiangyang

(Baonghean.vn)– After inspecting and clarifying the implementation of policy payments for students in Tuong Duong district, on November 15, 2017, the Provincial Party Committee's Inspection Committee decided to discipline two party members holding positions in Tuong Duong district.

On the morning of November 17, 2017, at Tuong Duong District Party Committee, on behalf of the Provincial Party Committee's Inspection Commission, comrade Nguyen Tat Ly - Deputy Head of the Provincial Party Committee's Inspection Commission announced the disciplinary decision against 2 party members who violated the payment of policies for students, including comrade Trinh Minh Chau - Former Deputy Secretary of the District Party Committee, Chairman of the People's Committee of Tuong Duong District; Vang Kien Cuong, Member of the District Party Committee, Head of the Department of Finance and Planning.

The Provincial Party Committee's Inspection Commission inspected the implementation of payment of study cost support for students according to Decree No. 49/2010/ND-CP and Decree No. 74/2013/ND-CP in Tuong Duong district from the 2010-2011 school year to the 2013-2014 school year, thereby clarifying the following violations:

The decision to allocate funds to the Department of Labor, Invalids and Social Affairs to preside over the payment of tuition fees for students in the 2013-2014 school year is against the regulations in Joint Circular No. 20/2014/TTLT-BGDĐT-BTC-BLĐTBXH. The Department of Finance and Planning issued a decision to reduce the allocated funding to the Department of Labor, Invalids and Social Affairs to re-allocate it to the Department of Education and Training, which is against the regulations in Joint Circular No. 90/2009/TTLT-BTC-BNV. The Department of Finance and Planning did not transfer the tuition fee support for the 2013-2014 school year in the amount of VND 5,644,648,000 to the Department of Education and Training's account for implementation, which is against the regulations. Not paying and misusing the amount of VND 5,644,648,000 to support students' study costs in the 2013-2014 school year (spent on basic construction).

Regarding the responsibility of cadres and party members leading to the above violations:

Comrade Trinh Minh Chau, in 2015, was Deputy Secretary of the District Party Committee, Chairman of the District People's Committee, responsible for all activities of the People's Committee; in addition, he was also responsible for managing and operating the budget, directly managing the Finance and Planning Department, but did not properly implement regulations on social security policies; the violation was so serious that he had to be disciplined with a reprimand.

Comrade Vang Kien Cuong - Member of the District Party Committee, Head of the Finance and Planning Department, is the person directly responsible for advising on the violations. Specifically, the Finance and Planning Department has the function of advising and assisting the District People's Committee in performing the state management function in the financial sector and submitting to the District People's Committee decisions in the financial sector under the management responsibility of the department. Comrade Vang Kien Cuong is responsible to the People's Committee, the Chairman of the District People's Committee and the law for all activities of the department, but did not properly implement the regulations on social security policies; there were serious violations that required disciplinary action in the form of a warning.

In addition to implementing the disciplinary decision against comrades Trinh Minh Chau and Vang Kien Cuong, the Provincial Party Committee's Inspection Commission also clarified and criticized and reminded the leaders of the People's Committee of Tuong Duong district involved in the period 2013 - 2015. It requested the Standing Committee of the Tuong Duong District Party Committee to strengthen the propaganda, inspection and supervision of the leadership and direction of the implementation of regimes and policies so that the grassroots Party committees and authorities clearly understand the Party's guidelines and the State's policies, ensuring the legitimate interests of the people.

Organize a serious review, clarify the responsibilities of the relevant collectives and individuals in the Standing Committee of the District Party Committee; The leaders of the District People's Committee dismissed comrade Vang Kien Cuong from the position of Head of the Department of Finance and Planning; assign the Party Committee of the Government Agency to direct the Party Cell of the Department of Finance and Planning, the Party Cell of the Department of Education and Training, and assign the Party Cell of the District State Treasury to review and clarify the responsibilities of the collectives and individuals related to the violations.

Request the Deputy Secretary and Chairman of the District People's Committee to continue to urge schools in the area to promptly pay the remaining 68,010,000 VND in support of students' learning costs for the 2013-2014 school year; properly manage and implement the policies and regimes according to Decree No. 85/2015/ND-CP of the Government "regulating the mechanism for collecting and managing tuition fees for educational institutions in the national education system and the policy on exemption and reduction of learning costs from the 2016-2016 to 2020-2021 school year" and documents guiding the implementation; strengthen inspection, examination and guidance on the implementation of policies and regimes, especially policies related to the direct interests of the people.
