According to the authorities, the fire scene was about 900 square meters wide; most of the burnt houses were temporary, extended houses, and did not ensure the construction structure. The entire steel frame system and corrugated iron roof collapsed due to the impact of heat during the fire. Therefore, the investigation of the scene encountered many difficulties and took a long time.

Police removed the body of the unfortunate victim from the scene.

Preliminary investigation of the scene determined that the cause of the fire was an electrical short circuit; and the fire started at the house of Mr. Nguyen The Hiep (also known as Hiep "crazy", born in 1947, residing in group 15, cluster 5, Ngoc Khanh ward), which was also the main scene.

Mr. Hiep rented 4 houses from 2 other homeowners to rent out; each floor of the houses was divided into many small rooms.

On the afternoon of September 21, at the scene, two skull-shaped objects were discovered, lying under the collapsed iron frame and corrugated iron roof of the second floor. Authorities proceeded to dismantle the iron frame structures and determined that the two bodies were burned beyond recognition.

Initial autopsy results determined that the two victims were a male and a female; the cause of death was CO suffocation. The remaining parts of the body were affected by high temperatures, with no traces of external force detected.

The area where the fire occurred left two people dead.

The investigation agency recorded statements from surrounding households and related people, and worked with the National Children's Hospital to determine that there was a child named TCM (born July 1, 2018) being treated at the Intensive Care Unit; his father was Ta Van Tinh (born in 1976) and his mother was Ha Thi Lanh (born in 1977), from Thanh Son town, Phu Tho.

From the evening of September 17 (the time of the fire) until now, no one has come to take care of baby M, and there is no way to contact him by phone. The police have worked with Thanh Son town police, and determined that Mr. Tinh and his wife took their child to Hanoi for medical treatment and have not returned yet.

Hanoi City Police are directing the Ba Dinh District Police Investigation Agency to coordinate with relevant agencies to urgently investigate, conclude the cause of the fire, clarify the identity, background, and cause of death of the two victims, and handle the case according to the provisions of law.
