This event was held in response to the 2013 National Tourism Year of the Red River Delta - Hai Phong and to inaugurate the 2013 Nam Dinh Beach Tourism Season.
The Red River Delta Regional Kite and Flute Competition and the opening of the 2013 Nam Dinh Province Beach Tourism Season are activities aimed at contributing to the preservation, honoring, and promotion of the artistic value of kite making in the Northern Delta (including kite-making and kite-flying art), bearing the distinctive mark of the Red River civilization, and creating unique tourism products for the Red River Delta region to serve tourists.
The competition featured 21 teams and clubs representing provinces and cities such as Hanoi, Hue, Bac Giang, Vinh Phuc, Ha Nam, Hai Duong, Hai Phong, Hung Yen, Thai Binh, and Nam Dinh. The host province, Nam Dinh, had 8 participating teams.
The kites participating in the festival are bamboo kites shaped like boats, water chestnuts (boat kites have two wings, water chestnut kites have two tails), or cup-shaped kites. The minimum length of the kite frame is 2 meters. Each kite is numbered and flown in turn for the judges to score.
The winning kite is the one that receives the highest total score for kite shape, whistle shape, whistle sound, kite release, and flying over the sickle.
In addition to the kite-flying competition, the festival also features performances of Hue-style artistic kites and bamboo flute kites at Quat Lam beach.
The competition is an opportunity to showcase the unique characteristics of the bamboo flute kites from the Northern Delta region, representing each province, city, and locality within the region. It also provides a platform for people with a shared passion for bamboo flute kites from different localities to meet, interact, and exchange experiences.
