The Chairpersons of the People's Committees of provinces and cities are responsible for managing and allocating the supported and advanced funds for their intended purposes.

Accordingly, 165 billion VND was allocated from the central government's budget reserve for 2013 to support localities in focusing on overcoming the consequences of typhoons No. 2 and No. 3 and other natural disasters (providing emergency relief to families with deceased or injured members, and those whose houses have collapsed; restoring essential infrastructure: schools, health stations, irrigation works, and transportation).
Specifically, the allocation is as follows: Quang Ninh 10 billion VND, Hai Phong 50 billion VND (in addition to emergency relief, priority will be given to urgently repairing the Cat Hai sea dike), Thai Binh 5 billion VND, Nam Dinh 25 billion VND, Phu Tho 10 billion VND (to address the embankment collapse on the right bank of the Thao River), Thai Nguyen 5 billion VND, Ha Giang 20 billion VND, Nghe An 25 billion VND, Dien Bien 10 billion VND, and Ca Mau 5 billion VND.
The Prime Minister also requested the Ministry of Finance to advance 53 billion VND from the central budget for 2013 to support the provision of plant seeds, livestock, and aquatic species to restore production in disaster-stricken areas, specifically: Quang Ninh 8 billion VND, Hai Phong 5 billion VND, Thai Binh 15 billion VND, Nam Dinh 10 billion VND, and Nghe An 15 billion VND.
The Chairpersons of the People's Committees of the provinces and cities mentioned above are responsible for managing, allocating, and using the supported and advanced funds for the correct purposes, to the correct beneficiaries, and in accordance with current regulations; at the same time, they should proactively use the local budget reserves and mobilize other legitimate financial sources as prescribed to overcome the consequences of storms, floods, and natural disasters, and quickly stabilize production.
