24,000 'outdated' vehicles in 2018: If still running, they will be confiscated

According to the Vietnam Register, there are 24,439 cars, including 2,632 passenger cars and 21,807 trucks, whose licenses have expired since January 1, 2018. By this time, if they violate the regulations, their vehicles will be confiscated.

The Vietnam Register has just sent a dispatch to the National Traffic Safety Committee, the Ministry of Public Security, and the Ministry of Transport to publicly announce and coordinate the control and handling of 24,439 cars that expired on January 1, 2018.

According to Mr. Tran Ky Hinh - Director of the Department of Registration - after reviewing the list of vehicles that are about to expire in 2017, it shows that there are 24,439 cars, including 2,632 passenger cars and 21,807 trucks that have expired since January 1, 2018.

In order for people to strictly comply with the provisions of the Road Traffic Law and prevent and reduce traffic accidents, the Department of Vehicle Registration has requested vehicle registration centers nationwide to provide data to the Traffic Police Department, Department of Transport, and Traffic Inspectorates of provinces and cities.

At the same time, request inspection centers to proactively coordinate with patrol forces to conduct interdisciplinary inspections to control on the road, handle vehicle owners who violate the law, and confiscate vehicles according to Decree 46/2016/ND-CP.

According to Decree No. 95/2009, the life span of cargo vehicles is no more than 25 years, passenger vehicles are no more than 20 years, and vehicles converted from other types of vehicles to passenger vehicles before January 1, 2002 have a life span of no more than 17 years.

The time to calculate the car's usage period is calculated from the year of manufacture. In some special cases when permitted by the Prime Minister, the usage period is calculated from the year of first car registration.

Decree No. 46/2016/ND-CP of the Government stipulates a fine of 4-6 million VND for drivers of cars that exceed their usage period. In addition, the vehicle will be confiscated and the driver's license will be revoked for 1-3 months.

Through the work of ensuring traffic safety and order, if the traffic police detect a car that has expired its usage period, they will make a record, suspend the vehicle's circulation, temporarily confiscate the vehicle registration certificate and license plate, and handle it according to the provisions of law.

At the same time, notify in writing the Traffic Police agency where the vehicle is registered to carry out procedures to revoke the vehicle registration certificate and license plate.

In addition, Circular 15/2014/TT-BCA of the Ministry of Public Security on vehicle registration stipulates: based on the list of expired cars, cars not allowed to circulate according to the provisions of law provided by the registration agency, the agency issuing and managing the vehicle shall review and carry out procedures to revoke the vehicle registration certificate and license plate.

The vehicle registration and management agency shall coordinate with the police of the commune, ward or town where the vehicle owner resides to notify and request organizations and individuals whose vehicles have expired to go to the traffic police agency to carry out procedures to revoke the vehicle registration certificate and license plate.

Within 15 days from the date of notification, if the vehicle owner does not voluntarily come to complete the procedures, the commune-level police will coordinate with the local police to revoke the vehicle registration certificate and license plate. The vehicle owner must return the vehicle registration certificate and license plate, and does not have to bring the vehicle to the vehicle registration office.

The vehicle registration and management agency shall notify the list of vehicles that have expired their usage period to the police of units and localities tasked with ensuring traffic order and safety so that they can detect and handle them in accordance with the provisions of law.
