(Baonghean.vn) - The People's Committee of Nghe An province has just issued Official Dispatch No. 1041/UBND-NC dated September 14, 2022 on implementing, reviewing, and evaluating "cleaning up" of drugs at the commune level across the province.

Recently, the Provincial People's Committee has directed provincial departments, branches, unions, and People's Committees of districts, cities, and towns to strengthen the implementation of solutions to transform, combat, and "clean up" drugs in communes, wards, and towns, and has achieved remarkable results.

In particular, the provincial police have resolutely and effectively implemented the project to build "drug-free border communes" in 27 border communes. After nearly 5 months of implementing the project, 26/27 border communes have basically met the criteria for drug-free border communes, contributing to ensuring security and order in the area.

To strengthen the prevention and control of crimes and drug-related crimes, the Provincial People's Committee requests:

-Provincial Police:Continue to effectively implement the project to build "drug-free border communes", striving to complete the project's targets. In particular, for communes that have completed the criteria for drug-free communes, organize inspections and assessments according to regulations.

On that basis, direct the district-level police to advise the district-level People's Committee to decide to recognize "drug-free communes" (for communes that meet the conditions) to direct sectors, levels, and the political system to implement solutions to keep them "clean". At the same time, continue to concentrate forces and solutions to fight against "cleaning" drugs in areas that have not met the criteria for drug-free communes.

Conduct a comprehensive review of the crime and drug situation in the entire province to direct the police of districts, cities and towns to advise the Party Committees and authorities at the same level to have a plan to deploy and expand the "cleaning up" of drugs in the communes of 21 districts, cities and towns with a feasible roadmap and methods, suitable to the practical requirements in the area.

Develop and provide guidance on criteria and procedures for assessing and recognizing "drug-free communes, wards and towns" to assess the actual results of drug "cleaning" implementation for communes across the province. On that basis, direct the district-level police to proactively advise the district-level People's Committee to direct the implementation of drug "cleaning" and organize appraisal, assessment and decision-making for thosegThe commune completed the "clean" drug criteria.

Preside over and coordinate with functional sectors and local authorities to deploy solutions to "clean up" drugs at the commune level, gradually contain and reduce drugs in the area, and soon remove Nghe An from the country's key drug-related complex area.

Take the lead in coordinating with the Provincial Police, the Department of Health and relevant departments and branches to continue improving the effectiveness of drug rehabilitation and post-rehabilitation management, especially in commune-level areas identified to focus on transforming and "cleaning" drugs. In the immediate future, urgently advise on solutions to remove difficulties and obstacles in implementing drug rehabilitation in the community in the province. Coordinate with the police force and relevant branches to organize appraisal and evaluation of "cleaning" results at the commune level.

-Health service:Preside over and coordinate with sectors and People's Committees of districts, cities and towns to focus on mobilizing forces and means to implement treatment for drug addicts. Increase support for medical forces working on drug addiction treatment in selected priority areas to implement drug transformation and "cleaning"; especially human resources, medical equipment, tools, drug testing kits... for facilities with the function of determining addiction status, meeting practical needs.

Continue to strengthen the organization of propaganda and communication activities on drug prevention and control in border communes. Closely coordinate with the police and customs forces in implementing plans to maintain and sustain the results of "cleaning up" drugs in border communes and continue to coordinate in the fight against and eradication of drug rings, hotspots, and criminals associated with the implementation of "cleaning up" drugs in the remaining communes of the 06 border districts according to assigned functions and tasks.giao. Every year, the District People's Committee must proactively lead and direct the work of "cleaning up" drugs at the commune level; based on the Provincial Police's Guidelines on criteria and procedures for evaluating and recognizing "Drug-free communes, wards and towns", organize and direct the appraisal, assessment, and decide to recognize or not recognize the results of "cleaning up" drugs.

For the areas where the District People's Committee decides to recognize the commune-level area as drug-free, it is necessary to continue to direct and prioritize solutions to "keep clean" of drugs in the area, identifying this as one of thegimportant criteria for evaluating annual work results.
