“What does not kill you makes you stronger,” Mr Tusk said in a statement. “I want to reassure everyone that the EU is prepared for this negative scenario.”
Mr Tusk also said it was not yet possible to predict all the political consequences of the vote, especially for Britain, but this was not the time for "hyper-reactions".
"On behalf of the 27 leaders of the EU, we affirm that we will maintain the spirit of solidarity," Mr. Tusk affirmed.
EU leaders, including British Prime Minister David Cameron, are due to meet in Brussels on June 28. Mr Tusk said the meeting would focus on the future of the EU and how to deal with Britain's decision to leave the bloc.
Under EU law, a country wanting to leave the bloc must spend two years negotiating the terms of its departure, starting from the moment it formally notifies the EU of its intention.
Some pro-Brexit British officials have suggested that London could delay that announcement and allow time for formal negotiations on reaching the most favourable deals for Britain.
However, Mr Tusk has taken a firm stance that "all the procedures for Britain's exit from the EU are clearly laid down in the bloc's charter."
Previously, Mr. Cameron said that Britain would likely make an official announcement about its departure in October 2016.
