28 prohibited acts under the Law on Road Traffic Order and Safety 2024
Mr. Nguyen Van Thanh, residing in Quynh Luu district, asked: What behaviors are strictly prohibited under the 2024 Law on Road Traffic Order and Safety?
Reply:
Article 9, Chapter I of the Law on Road Traffic Order and Safety 2024 (effective from January 1, 2025) clearly states the group of 28 prohibited acts including:
1. Driving a motor vehicle on the road without a driver's license as prescribed by law; driving a specialized motorbike on the road without a driver's license or a certificate of training in road traffic law, or a license or certificate for driving a specialized motorbike.
2. Driving a vehicle on the road while having alcohol in the blood or breath.
3. Driving a vehicle on the road while having drugs or other stimulants in the body that are prohibited by law.

4. Insulting, threatening, obstructing, opposing or failing to comply with orders, instructions, requests for inspection and control of officials on duty to ensure order and safety of road traffic.
5. Racing, organizing racing, inciting, assisting, cheering on illegal racing; driving a vehicle on the road, weaving, swerving, or revving continuously.
6. Using your hands to hold and use a phone or other electronic device while driving a vehicle on the road.
7. Handing over motor vehicles and specialized motorbikes to people who do not meet the conditions prescribed by law to drive vehicles on roads.
8. Using motor vehicles, specialized motorbikes that do not comply with the provisions of law on technical safety and environmental protection, or other vehicles that do not meet the conditions prescribed by law to participate in road traffic.
9. Importing, manufacturing, assembling motor vehicles and specialized motorbikes that do not comply with legal regulations on technical safety quality and environmental protection.
10. Converting other types of cars into passenger cars, except converting them into passenger cars for national defense and security purposes.
11. Illegal modification; intentionally interfering with the odometer to distort the readings; illegally cutting, welding, erasing, chiseling, or re-stamping the chassis number or engine number of a motor vehicle or specialized motorbike.
12. Intentionally interfering with or changing the vehicle's control software or engine that has been registered with the management agency, with the aim of cheating on the results of inspection, testing, and certification; renting or borrowing motor vehicle parts just to perform the certification.
13. Carrying goods exceeding the total weight, axle load, and allowable size of the vehicle or exceeding the allowable load and size limits of the road without permission from the management agency or without ensuring the requirements as prescribed by this Law; carrying goods on vehicles that are required to be tied but not tied or not tied properly as prescribed by law; carrying more people than prescribed by law.

14. Transporting prohibited goods, illegally transporting or failing to fully comply with legal regulations on transporting dangerous goods and wild animals.
15. Threatening, insulting, competing with, or enticing passengers; threatening or forcing passengers to use services against their will; transferring or unloading passengers or other acts aimed at evading detection of overloaded or over-numbered vehicles as prescribed by law.
16. Installing and using sound and lighting equipment on motor vehicles and specialized motorbikes that disrupt order and road traffic safety.
17. Illegally manufacturing, using, buying, or selling license plates; driving motor vehicles or specialized motorbikes with license plates not issued by a competent state agency; attaching license plates in the wrong position; bending or covering license plates; changing letters, numbers, colors, shapes, or sizes of license plates.
18. Disrupting the operation or distorting data of vehicle tracking devices and cameras installed on vehicles as prescribed by this Law.
19. Destroying, damaging, or rendering ineffective road traffic control and monitoring equipment, or intelligent equipment supporting road traffic command and control.
20. Illegally placing or leaving obstacles or other obstructions on the road; spreading sharp objects or pouring slippery substances on the road; dropping soil, rocks, goods, construction materials, and waste on the road; dumping, discharging, or dropping chemicals or waste that endanger road traffic safety.
21. Obstructing people or vehicles from participating in traffic on the road; throwing bricks, soil, stones, sand or other objects at people or vehicles participating in traffic on the road.
22. Taking advantage of or abusing the task of ensuring road traffic order and safety to commit illegal acts, harass or infringe upon the interests of the State and the legitimate rights and interests of organizations and individuals.
23. Taking advantage of one's own position, power, or profession or that of others to violate the law on road traffic order and safety or to interfere with or influence the process of handling violations of the law on road traffic order and safety.
24. Using the rights of a priority vehicle when not performing duties as prescribed by law; installing or using priority signal equipment not in accordance with the provisions of law.
25. Failure to declare, false declaration or provision of false information or documents to evade responsibility when discovered violating the law on road traffic order and safety.
26. Fleeing after causing a road traffic accident to avoid responsibility; intentionally failing to rescue a person in a road traffic accident when having the conditions; infringing upon the life, health, or property of the victim, the person causing the road traffic accident, or the person assisting, treating, or taking the victim to the emergency room; taking advantage of a road traffic accident to assault, threaten, incite, pressure, disrupt order, or obstruct the handling of a road traffic accident.
27. Controlling flying objects, unmanned aircraft, and ultralight aircraft operating within the road clearance limits, causing obstruction or risk to the safety of people and vehicles participating in road traffic, except for unmanned aircraft and ultralight aircraft licensed to fly.
