3 breakthroughs of Nghe An Trade Union for the 2018-2023 term

The Congress passed the Resolution of the Congress of Nghe An Trade Union, term XVIII, term 2018 - 2023 with specific goals and tasks. It focuses on implementing 3 breakthroughs, which are: Improving the quality and qualifications of the trade union staff, building and perfecting a streamlined trade union organization, operating effectively and efficiently; Caring for the practical interests of union members associated with protecting the legitimate rights of workers; Strengthening the building and development of resources, meeting the requirements of diverse, practical and worker-oriented activities of trade unions at all levels.

The Resolution also sets out the following key targets:

The group of indicators that the Trade Union coordinates to implement includes:

- Every year, 100% of administrative agencies, public service agencies, and state-owned enterprises organize democratic conferences; over 80% of enterprises with trade unions organize labor conferences; over 80% of enterprises with trade unions organize dialogues at the workplace; over 90% of employees in units with trade unions sign labor contracts.

- 100% of state-owned enterprises; over 80% of non-state enterprises have negotiated and signed collective labor agreements, of which at least 30% of collective labor agreements are of type A.

- Every year, on average, each grassroots union introduces at least one outstanding union member for the Party to consider, train and admit into the Party.

Target groups under the direct responsibility of the Trade Union organization:

- 100% of units have trade unions with over 90% of workers and employees being educated and disseminated on legal policies.

- Establish at least 150 new grassroots unions, recruit 15,000 more union members; 100% of units with more than 25 employees are organized into unions.

- Strive to have over 85% of grassroots trade unions in administrative agencies, public service agencies, and state-owned enterprises; 60% of grassroots trade unions in non-state enterprises, public service units, and trade unions achieving strong status; 100% of grassroots trade unions directly above the grassroots achieving good status.

- 100% of Executive Committee members of trade unions at all levels are trained and fostered in trade union skills, 30% of key leaders have high political qualifications.

- Implement investment to build a Trade Union institution in the Southeast Economic Zone.

- 100% of grassroots trade unions in administrative agencies, public service agencies, and state-owned enterprises, and 70% or more of grassroots trade unions in non-state sectors establish mass women's committees according to the provisions of the Charter of the Vietnam Trade Union. The Executive Committees of trade unions at all levels must have at least 30% women; over 90% of female employees have achieved the title of"Good at public affairs, good at home affairs".

- Strive for 95% of units to pay union fees according to regulations of the State and the Vietnam General Confederation of Labor.

- During the term, the direct superior trade union shall organize an inspection of the subordinate trade union at least once.

- Over 90% of union members contribute to various funds, annually supporting the construction and repair of at least 30 "Union Shelters" for workers, civil servants and poor laborers.

On this occasion, the leaders of the Provincial Federation of Labor also presented flowers to the members of the Executive Committee of Nghe An Trade Union, term XVII, 2013 - 2018 who did not continue to participate in the new term.
