3 people violated asset declaration, including high-ranking officials

Deputy General Director of the Government Inspectorate Dang Cong Huan said that through asset and income verification, three cases of violations in asset and income declarations were discovered and handled at the Ministry of Industry and Trade, Dong Nai and Hanoi, including high-ranking officials.

This afternoon, at the 7th plenary session of the Judicial Committee, reporting on anti-corruption work in 2017, Deputy General Inspector Dang Cong Huan said that the number of people who declared their assets and income in 2016 was more than 1.1 million people, with a declaration and disclosure rate of over 99.8%.

Of these, 77 people had their assets and income verified at the Ministry of Agriculture and Rural Development, National Defense, Industry and Trade, Hanoi City, Yen Bai, and Dong Nai.

The Government Inspectorate pointed out that through the verification of assets and income by competent authorities, 3 cases of violations in asset and income declaration were discovered and handled, including high-ranking officials.

Inspection at 3,622 agencies, organizations and units discovered 22 units with violations.

The report also shows that there is still a situation of abusing regulations on state secrets to not publicize content that needs to be public and transparent, or to narrow down the subjects and forms of public disclosure, making it difficult for people and businesses to access information.

The Deputy General Director of the Government Inspectorate also said that in 2017, there were 25 cases of leaders who were irresponsible and allowed corruption to occur and were disciplined, with the most being Kien Giang with 9 people, An Giang with 4 people, Hau Giang with 3 people, and the Ministry of Finance with 2 people...

Handling the responsibility of the head when corruption occurs has the effect of promoting the role and responsibility of the head of the agency and organization in preventing corruption. However, according to the Government Inspectorate, in the implementation process, there is still confusion in determining the level of responsibility of the head, or in cases where violations involve many sectors, many levels, many agencies, units, and departments.

Regarding solutions to prevent corruption through regulations on gift giving and gift return, Mr. Huan said that the Prime Minister directed to inspect, review and request to immediately stop the situation of ministries, branches and localities receiving cars donated by enterprises, especially enterprises with business activities within the scope of management.

At the same time, strictly control the previously received cars according to the regulations on state asset management and use them according to the correct regime, norms and standards. Some localities have returned and not accepted cars donated by enterprises, such as Ca Mau returned 2 cars, Da Nang returned 1 car.

“The inspection shows that there are still some cases that cause public outrage; there are still cases of civil servants, leaders and managers participating in business; allowing family members to do business in the fields they directly manage; and appointing and promoting relatives to leadership and management positions when they do not meet the standards and conditions as prescribed,” said the Deputy General Inspectorate of the Government.

Seize 4 houses

Corruption cases and incidents in 2017 caused damages of over 1,351 billion VND, of which 158.8 billion VND, 314 thousand USD, 4 houses, and 1 apartment were recovered and seized. The General Department of Civil Judgment Enforcement has accepted 128 new cases of corruption crimes, equivalent to over 5,110 billion VND, and has resolved 86 cases, equivalent to over 1 thousand billion VND.

According to Mr. Huan, the results of anti-corruption have had a certain deterrent effect and contributed to reducing corruption. Although it has created positive changes, it has not really been a breakthrough.

He acknowledged: “Corruption in general is still serious, complicated, and sophisticated…”.
