'3 enhancements', '5 pushes' in digital transformation

The Government Office issued Document 203/TB-VPCP dated May 6, 2024 announcing the conclusion of the 8th meeting of the National Committee on digital transformation.

The document clearly states that, to date, ministries, branches and localities have established 2,398 shared databases. Of which, national and specialized databases have been focused on promoting the construction, connection and data sharing. The national population database has been connected, shared, authenticated and cleaned with 18 ministries, branches, 63 localities and 04 state-owned enterprises. Over 86 million chip-embedded Citizen Identification Cards have been issued; nearly 54 million accounts have been activated; and more than 1.5 billion requests for information authentication have been received.

Providing online public services to people and businesses has achieved many outstanding results. Of which, there have been nearly 14.6 million accounts and more than 46.2 million records submitted on the National Public Service Portal; nearly 26.8 million online payment transactions with an amount of more than 12.9 trillion VND. Deploying 41/53 essential public services throughout the process, an increase of 05 essential public services compared to the end of 2023. The 25 essential public services in Project 06 alone have saved the State and society nearly 3.5 trillion VND annually.

The Prime Minister requested drastic measures in implementing national digital transformation and developing the digital economy with the spirit of "3 enhancements" and "5 promotions".

Digital economy and digital society continue to have positive developments. In the first quarter of 2024, the revenue of the information technology industry reached nearly 36.3 billion USD, an increase of 17.7% over the same period; the export of information technology products reached 31 billion USD, an increase of 17%. There are currently 8.2 million customers using Mobile Money, an increase of 2.2 times over the same period in 2023, of which more than 5.8 million customers are in rural and mountainous areas; 100% of medical examination and treatment facilities have cashless payment services; 77% of adults have payment accounts at banks and over 1 million policy beneficiaries have received social security benefits through accounts.

Key tasks and solutions in the coming time

The Prime Minister requested Ministers, Heads of sectors, Secretaries, and Chairmen of People's Committees at all levels to be more determined, make greater efforts, and focus on directing the implementation of national digital transformation and digital economic development; with the spirit of "3 strengthening" and "5 promoting".

The spirit of "3 enhancements" includes: (i) Increasing awareness of the role, position, and importance of digital transformation to each citizen, business, and especially leaders; (ii) Strengthening the potential for digital transformation, considering this a key task that requires priority resource allocation; (iii) Strengthening public-private cooperation, using public investment to lead private investment, activating and mobilizing all social resources.

The spirit of "5 pushes" includes: (i) Pushing institutional improvement, creating a complete legal corridor to promote national digital transformation and digital economic development; (ii) Pushing the development of digital infrastructure and digital platforms to create an important premise for digital economic development; (iii) Pushing innovation and entrepreneurship in digital transformation; (iv) Pushing the development of digital human resources and digital skills to meet the requirements of socio-economic development; (v) Pushing network information security and network security to protect the rights and legitimate interests of people and businesses, protecting national cyberspace sovereignty early, remotely, and from the grassroots level.

Complete the Digital Transformation Steering Committee before May 10, 2024

The Prime Minister requested ministries, branches and localities to strictly implement the directions of the Government, the Prime Minister, the 2024 Action Plan of the National Committee on Digital Transformation and the tasks in Project 06, focusing on implementing the following key tasks and solutions:

Ministries, agencies, and localities urgently complete the Steering Committee for Digital Transformation before May 10, 2024, ensuring strong, substantive, and effective operations.

Prioritize resources, ensure the completion of assigned tasks in the National Digital Transformation Program and 03 Strategies: (i) On digital government development; (ii) On digital economy and digital society development; (iii) On digital data development. In particular, urgently handle overdue and backlog tasks in the 2022-2023 period.

Ministries, agencies and localities study the experience of the Ministry of Public Security in implementing Project 06, develop digital transformation projects of ministries, branches and localities, and ensure connection with Project 06 in the first half of 2024 (before June 30, 2024).

Removing difficulties and obstacles, completing the implementation of the remaining 12/53 essential public services according to Decision 06/QD-TTg, Decision 422/QD-TTg and 20 priority public services according to Decision 206/QD-TTg; connecting information systems for handling administrative procedures with the National Public Service Portal, the system for monitoring and measuring the level of service provision and usage (EMC System).

The Prime Minister requested the People's Committees of 07 provinces and cities of An Giang, Can Tho, Dak Nong, Kien Giang, Soc Trang, Tay Ninh and Ho Chi Minh City to urgently submit to the People's Councils of the same level to issue resolutions on exemption and reduction of fees and charges in the use of online public services. To be completed in May 2024.

General review and assessment of network information security situation

Ministries, agencies and localities shall conduct a general review and assessment of the situation of ensuring network information security, network security and people's security for information systems within their management scope according to the guidance of the Ministry of Public Security, Ministry of National Defense and Ministry of Information and Communications.

Review and adjust the administrative procedure settlement information system at the ministerial and provincial levels according to Circular 21/2023/TT-BTTTT dated December 31, 2023 regulating the functions and technical features of the administrative procedure settlement information system at the ministerial and provincial levels; ministries, branches and localities that have not completed the integration of remote digital signature solutions into the Public Service Portal, coordinate with the Ministry of Information and Communications to deploy, implement and complete in the second quarter of 2024.

Localities closely coordinate with telecommunications and electricity enterprises to eliminate mobile signal depressions in villages and hamlets with national grid electricity, to be completed before December 2024; continue to improve the quality of mobile broadband networks.

Increase Vietnam's e-Government Development Index by at least 5 levels

The Ministry of Information and Communications synchronously and effectively deploys solutions to ensure that Vietnam's E-Government Development Index, as assessed by the United Nations, increases by at least 5 levels and the Cyber ​​Security Index, as assessed by the International Telecommunication Union, is among the top 30 countries.

The Ministry of Information and Communications will soon complete and submit to the Prime Minister for promulgation in May 2024 the Strategy for Development of Vietnam's Semiconductor Industry to 2030.

The Ministry of Information and Communications urgently: (i) Complete and report to the Government to submit to the National Assembly the draft Law on Digital Technology Industry; (ii) Complete and submit to the Government for promulgation the Decrees guiding the Law on Electronic Transactions (amended); the Law on Telecommunications (amended) on schedule as directed by the Prime Minister; (iii) Amend and supplement Decree No. 73/2019/ND-CP dated September 5, 2019 regulating the management of investment in information technology application using state budget funds in May 2024; (iv) Research, develop and promulgate documents guiding the assurance of information security at the ministerial and provincial levels; (v) Develop mechanisms and tools to measure and monitor the implementation of the Action Plan of the National Committee on Digital Transformation.

Continue to expand utilities on VNeID application

The Ministry of Public Security will accelerate the implementation of the tasks of Project 06; in May 2024, conduct a preliminary review and disseminate experience in implementing Project 06 to ministries, branches and localities to study and develop digital transformation projects of ministries, agencies and localities, and replicate the model of implementing Project 06 nationwide.

The Ministry of Public Security shall preside over and coordinate with relevant agencies to urgently complete the dossier to propose the development of the Law on Personal Data Protection and the Law on Data to submit to the Government.

The Ministry of Public Security continues to expand the utilities on the VNeID application and research and propose the issuance of related legal regulations; Focus on effectively implementing the pilot issuance of Judicial Records in Hanoi and Thua Thien Hue before expanding.
