On the evening of February 10th, the Department of Preventive Medicine (Ministry of Health) issued recommendations on measles prevention and control. It is known that in January 2014, the whole country recorded 241 cases of measles in 24 provinces and cities.

The majority of cases were concentrated in four provinces: Lai Chau, Lao Cai, Ha Giang, and Yen Bai, with three deaths due to measles complications, including one in Hanoi and two in Yen Bai. In 2013, the whole country recorded 1,048 cases of measles. Measles surveillance results from the health sector in provinces and cities in 2013 showed that the majority of cases were among children under 10 years old (accounting for 75.9%), especially children under 5 years old, who accounted for over 60%. In Hanoi alone, children under 5 years old accounted for 86.7% of the total number of cases. Most cases were due to not being vaccinated against measles or not receiving the full course of vaccinations; in Hanoi and Ho Chi Minh City, over 89% of cases were unvaccinated.

According to the assessment of the Director of the Department of Preventive Medicine, Tran Dac Phu, measles is currently appearing sporadically or in small to medium-scale outbreaks in some provinces and cities, mainly in the northern mountainous region, Ho Chi Minh City, and Hanoi. The majority of those affected are children under 10 years old who have not been vaccinated against measles, have not received all the necessary doses in previous years, or are not yet old enough to be vaccinated. Particularly in recent outbreaks, a group of children under 9 months old (not yet old enough to be vaccinated) have been found to be infected.
