(Baonghean.vn) - Implementing Decree 67/CP, in Nghe An, 67 fishermen were able to borrow money from banks to build large capacity ships to go offshore. However, after a period of exploitation, up to 30/104 ships operated inefficiently.

Fisherman Nguyen Sy Thiet, hamlet 2, Phuc Tho commune, Nghi Loc district, owner of ship 67, license plate NA 92569 TS, shared: His ship was invested with 8.7 billion VND, of which the bank lent 4.2 billion VND according to the loan policy of Decree 67/CP, completed and put into operation in early 2015, with the profession of catching mackerel.

However, tuna fishing is only effective from September this year to March next year, so the time the boat stays ashore is prolonged.

Another difficulty is that the local marine workforce is unskilled, so there is a constant shortage of labor.

"After nearly 4 years of operation, I have paid the bank 1.3 billion VND in principal and interest. If this difficulty continues, it will be very difficult to pay off the loan on time," Mr. Nguyen Sy Thiet worried.

Fisherman Hoang Van Hoa in Block 10, Nghi Thu Ward, Cua Lo Town - owner of ship 67/CP BKS NA 98286 TS built with Composite material, said: My ship 67 has been anchored for 3 months now. The reason is that his ship catches seafood by using offshore purse seine, while local seafarers are only familiar with night fishing, fishing near shore, not familiar with purse seine, so the efficiency is low.

Therefore, after more than 3 years of operation, Mr. Hoa has only paid the bank 700 million VND, while the loan capital from the Development Investment Bank is 11 billion VND for a loan period of 12 years.

It is known that Cua Lo Town has 4 fishermen who have received loans from commercial banks to build boats according to Decree 67/CP. However, after being put into operation, 3/4 of the boats are not operating effectively.

The report of the Department of Agriculture and Rural Development shows that, out of a total of 104 fishing vessels built under the loan policy of Decree 67/CP participating in fishing activities, 57 vessels are profitable, 17 vessels break even and 30 vessels are ineffective, mainly concentrated in the areas of Cua Lo, Nghi Loc and Dien Chau.

According to Mr. Tran Huu Tien - Deputy Director of the Department of Agriculture and Rural Development, dozens of ships are operating inefficiently, profits have decreased significantly compared to the same period last year, in addition, input costs for production such as oil, labor costs, etc. have increased, leading to low economic efficiency of fishing boat owners in general, and ship owners built under Decree 67/2104/ND-CP in particular./.
