39 leaders were punished for corruption
Along with the latest cases of violations in asset and income declaration activities that have been concluded, such as the case of the Director of the Department of Natural Resources and Environment of Yen Bai, the Government has updated the anti-corruption report. Up to this point, the number of officials who have been discovered to have "falsely" declared their assets is 5 people.
Many leadership trios have only 4-5 employees.
The Government's 2017 anti-corruption report signed by Inspector General Phan Van Sau and submitted to the National Assembly devoted a large amount of information on the results of implementing anti-corruption measures.
First of all, administrative reform measures, transparency in the operations of agencies, innovation in management technology, and general reporting, although this has brought about many positive results, the level of improvement, according to the Government, is still limited. The issue of granting licenses for production and business activities is still slow and needs to be more determined to overcome the situation of sub-licenses in some administrative procedures.
Ministries, branches and localities have also paid attention to inspecting the implementation of legal regulations on publicity and transparency. Through inspections at 7,976 agencies, organizations and units, 66 units were found to have violated the law.
Inspections show that there is still abuse of regulations on state secrets to not publicize content that needs to be public and transparent, or to narrow down the subjects and forms of public disclosure, making it difficult for people and businesses to access information.
In addition to the results achieved in tightening staff management, the situation of recruiting more staff than the number assigned by competent authorities still occurs in many places. The situation of appointing more leaders than prescribed, even in some places, there are still more leaders than civil servants.
The reporting agency cited that the ratio of civil servants holding leadership positions from deputy department head level and above/civil servants in the Ministry of Industry and Trade is 3/4, the Ministry of Finance, the Ministry of Labor - Invalids and Social Affairs, the Government Office, the Ministry of Home Affairs is 3/5... In addition, this ratio is also high in some localities such as Ha Giang, Da Nang, Hai Phong, Can Tho, Kien Giang...
Regarding the issue of government recruitment and appointment, in 2017, the Prime Minister assigned the Ministry of Home Affairs to investigate press reports about local leaders recruiting and appointing relatives to units under their charge and management.
The Ministry of Home Affairs has conducted inspections to verify records and documents related to cases reported by the press in 9 localities and units (such as Ha Giang and Yen Bai provinces, the Tax Department of Ba Ria - Vung Tau province, etc.).
Through inspection, the Ministry of Home Affairs concluded many shortcomings such as, at the time of appointment, some cases lacked one or more standards on political theory level, state management certificate, foreign language and information technology; the appointment procedure of some cases did not have a written request and approval of the appointment policy...
From this result, the Prime Minister directed agencies and units to organize reviews, clearly identify responsibilities and take disciplinary action according to regulations for organizations and individuals with violations and shortcomings in recruitment and appointment discovered through inspection.
Regarding the situation of some ministries, branches and localities still appointing excess deputies compared to regulations, the Prime Minister requested to review, inspect and frankly and severely criticize ministries, branches and localities that have not yet completely resolved the situation of excess deputies and requested to urgently overcome and rectify it immediately.

Regarding measures to make assets and income transparent, the Government's report stated that through public opinion and the press, the assets of a number of high-ranking officials in ministries, branches, and localities have been reported by competent authorities and verified according to regulations.
As a result, the number of people who declared their assets and income in 2016 was over 1.1 million people (an increase of 10.8% compared to 2016), 99.8% of whom had their declarations made public.
Despite such a large number of declarants, only 78 people had their assets and income verified (a decrease of 81.4%).
Through the verification of assets and income, the competent authority discovered and handled 5 cases of violations in asset and income declaration, including high-ranking officials. The Government Inspector General explained that in 2016, no cases were discovered.
Compared to the previous report submitted to the National Assembly Standing Committee, two more violations have been updated in this report.
It is known that most recently, the Director of the Department of Natural Resources and Environment of Yen Bai province received conclusions about violations when not declaring many real estates and large loans arising over a long period of time.
With measures to tighten regulations on gift giving and returning gifts, the report said that recently, the Prime Minister directed to inspect, review and request to immediately stop the situation of ministries, branches and localities receiving cars donated by enterprises, especially enterprises with business activities within the scope of management; at the same time, strictly control the cars received before in accordance with regulations on state asset management and use them in accordance with the regime, norms and standards.
Some localities have returned and not accepted the cars donated by businesses: Ca Mau returned 2 cars, Da Nang City returned 1 car. There were 2 cases in Binh Thuan and 1 case in Lam Dong returning gifts with the amount of 32 million VND.
The report also mentioned that the authorities had disciplined senior officials who were not exemplary in receiving and using cars donated by businesses and using 22 houses owned by businesses in Da Nang.
Regarding measures to develop and implement codes of conduct and professional ethics, the Government acknowledges that there are still cases of civil servants, leaders and managers engaging in business or allowing family members to do business in the fields under their direct management; and cases of appointing and promoting relatives to leadership and management positions without meeting the prescribed standards and conditions. A number of cases, after being reported by public opinion, have been promptly inspected, strictly handled and remedied by competent authorities.

The case of appointing management leaders for a mentally ill son occurred at Thanh Binh District General Hospital, Dong Thap province; the case of "the whole family becoming officials" occurred in Kim Thanh district, Hai Duong province...
Regarding measures to handle the responsibility of leaders when corruption occurs, Inspector General Phan Van Sau informed that in 2016, there were 39 cases of leaders who were irresponsible and allowed corruption to occur and were disciplined (2 from the Ministry of Finance, 4 from the Ministry of Public Security, 9 from Kien Giang province, 2 from Thai Nguyen province, etc.). This number is determined to be an increase of 28 people compared to 2016. However, the implementation of this measure is determined to still be difficult and confusing.
