4,338 enterprises in Nghe An have social insurance arrears

558 enterprises have difficult-to-collect social insurance debts
According to Nghe An Social Insurance Agency, in recent times, the industry has implemented many solutions and measures to promote propaganda, inspection, and urge enterprises to comply with the participation in social insurance and health insurance for employees, especially enterprises that owe social insurance payments.
In Nghe An, the total number of employees in enterprises participating in social insurance, health insurance, and unemployment insurance increases every year. In 2016, there were 109,141 people, in 2017, there were 112,590 people, and in the first 6 months of the year, there were 115,481 people/6,108 enterprises participating in social insurance for employees.
However, the number of enterprises that have not participated in social insurance for employees in the province is still large. According to the management data of the Provincial Tax Department, as of December 31, 2017, in the province there are still 6,049 enterprises with tax codes operating but have not registered to participate in social insurance.
According to Director of the Provincial Social Insurance, Le Truong Giang, through the review and survey of more than 4,500 enterprises conducted by the Provincial Social Insurance agency in 2018, there are still about more than 1,200 enterprises subject to compulsory social insurance, but have not participated in social insurance; the rest are enterprises established but not yet in operation, have not yet recruited or employed workers.

In addition to the number of enterprises that have not participated in social insurance, there is also a situation where many enterprises owe social insurance for their employees. As of June 2018, there were 4,338 enterprises in debt, of which 163 enterprises owed for 12 months or more and 558 enterprises had bad debts due to disappearance, bankruptcy, dissolution, or cessation of operations...
Find solutions to collect social insurance debt
Based on the report of the Social Insurance and through the supervision practice at a number of enterprises in the province, at the meeting, members of the supervision team raised many issues related to solutions to urge enterprises that have not participated or participated but still owe social insurance payments to ensure the rights of employees in enterprises, contributing to the good implementation of social security policies.
Analyzing the difficulties and shortcomings in implementing the law on social insurance and health insurance as well as clarifying the causes leading to the situation of social insurance arrears in enterprises, especially loss-making enterprises, enterprises after restructuring and converting ownership forms, comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Chairman of the Provincial Party Inspection Committee, Head of the Economic - Budget Committee of the Provincial People's Council said that, based on the practical situation, the Social Insurance agency needs to proactively research and propose sanctions to remove obstacles and difficulties in collecting social insurance arrears.

Affirming that there are solutions to recover social insurance debt, the Head of the Economic - Budget Committee of the Provincial People's Council said that the provincial social insurance agency needs to publicize enterprises that owe social insurance debt, and at the same time proactively propose to the province and sectors to limit the rights of enterprises in investment and land lease to expand production and business scale.
Along with that, we need to strengthen coordination with departments, branches, banks, Customs... to collect debts; for bankrupt enterprises, it is also necessary to deduct from the unit's assets to pay, ensuring the rights of employees.
Concluding the meeting, in addition to sharing the difficulties of the Social Insurance sector, Vice Chairwoman of the Provincial People's Council Cao Thi Hien requested the unit to strengthen its advisory work on implementing the Laws, Resolutions, and Directives of the Central and the province related to Social Insurance and salary policies for employees.
Along with that, we need to step up propaganda, focusing on propagating the rights of employees as well as regularly updating the status of social insurance, health insurance, and unemployment insurance contributions of enterprises so that employees can grasp it, because in reality, enterprises owe social insurance for a long time, and only when employees need to resolve the regime do they know.

The Vice Chairman of the Provincial People's Council also requested the Provincial Social Insurance to strengthen administrative reform, provide professional training, raise the sense of responsibility of the social insurance staff, and at the same time promote the application of IT in operations.
On the other hand, research to continue to propose solutions to recover outstanding social insurance debts, and at the same time review and classify enterprises that are subject to compulsory social insurance but have not yet participated to have a concentrated impact, ensuring the rights of employees in enterprises.
