4 groups of solutions to implement the one-stop, one-stop mechanism

Based on Decree No. 61/2018/ND-CP issued by the Government on April 23, 2018 on implementing the one-stop, one-stop mechanism in handling administrative procedures, the Government Office has just submitted to the Permanent Deputy Prime Minister Truong Hoa Binh to sign Decision No. 985/QD-TTg promulgating the Plan to implement Decree No. 61/2018/ND.

Accordingly, there are 4 groups of tasks that need to be focused on as follows:

Group 1is to perfect the institution; focusing on developing and promulgating a number of guiding documents, ensuring the implementation of the Decree as well as the Circular guiding and detailing a number of articles of Decree 61/2018/ND-CP; Circular guiding the regime and policies for cadres, civil servants and public employees working at the One-Stop Department; Circular regulating the level of expenditure for activities implementing the One-Stop and One-Stop-Shop mechanisms in handling administrative procedures.

Second task groupTo beImprove the organization and arrange headquarters and equipment for one-stop-shop departments at all levels; issue internal procedures and electronic procedures in handling administrative procedures; review and publish the list of administrative procedures and organize the assessment of the handling of administrative procedures.

Accordingly, ministries, branches and localities must complete the consolidation of one-stop-shop departments at all levels according to regulations, no later than the fourth quarter of 2018; organize the settlement of administrative procedures at one-stop-shop departments in the direction of increasing the rate of on-site settlement, maximizing the working efficiency of cadres, civil servants and public employees assigned to work.

By the end of the second quarter of 2019, at least 20% of provincial-level public administrative service centers and 50% of district-level receiving and returning results departments will complete the establishment of electronic procedures and apply monitoring and supervision according to electronic procedures.

The arrangement of headquarters and equipment is divided into groups to ensure feasibility and suitability to reality. By 2020, remote communes must also ensure the prescribed standards.

Third Task Groupis an application of information technology (IT) to meet the requirements of implementing a one-stop, one-stop mechanism in handling administrative procedures. In particular, focusing on establishing the National Public Service Portal and putting it into operation in 2019; building or upgrading the Public Service Portal, the electronic one-stop information system at the ministerial and provincial levels, ensuring that each ministry, branch and locality has only one Public Service Portal, a unified electronic one-stop information system; connecting and interoperating these information systems with national databases on population, business registration and the National Centralized Payment Portal to support the authentication of information of citizens and businesses and the ability to pay fees and charges online.

Regarding the roadmap for piloting the standard electronic one-stop software, in the fourth quarter of 2018, the Ministry of Information and Communications will complete the assessment and announcement of the standard electronic one-stop software and issue criteria and regulations to unify the functions and technical features of the Public Service Portal and the electronic one-stop information system at the ministerial and provincial levels.

On that basis, 3 Ministries: Finance, Information and Communications, Natural Resources and Environment and 7 localities: Hanoi, Dien Bien, Bac Ninh, Quang Ninh, Thai Binh, Quang Binh, Dong Nai were selected to pilot, preside over and coordinate with the Government Office, Ministry of Information and Communications to deploy the construction or upgrade of electronic one-stop software to ensure that it meets the announced standards.

At the same time, the remaining ministries, branches and localities shall base on the announcement of standards on electronic one-stop software of the Ministry of Information and Communications to deploy the construction or upgrade of electronic one-stop software of their ministries and localities. By the end of the second quarter of 2019, if the ministries, branches and localities have adjusted the electronic one-stop software that does not meet the requirements and standards, they will replace it with new software.

Fourth Task Groupis the organization to disseminate, train, propagate, popularize and inspect, urge the implementation of Decree 61/2018/ND-CP and the Plan to implement the Decree in 2018 and annually.

To implement the assigned tasks in the Plan, the Government requires ministries, branches and localities to allocate implementation funds in the total annual state budget expenditure estimates of their ministries, branches and localities according to current regulations and mobilize other legal funding sources for implementation; focus on hiring IT services to ensure the maintenance and development of the Public Service Portal, the electronic one-stop information system at the ministerial and provincial levels, the internal network infrastructure and connection to the National Public Service Portal.
