4 comprehensive innovation plans of the Vietnam Fatherland Front and socio-political organizations
The apparatus is cumbersome, work often encroaches, overlaps, and takes on too much... The streamlining of the payroll has been proposed for many years but seems to be at a standstill. Not to mention the phenomenon that the simpler, the more bloated.

All of these have led to the need for a strong innovation in organizational work to build not only an honest and constructive Government but also an honest and constructive Institution serving the people.
Is the Workshop on Innovation in Organizational Model and Operational Methods of the Vietnam Fatherland Front and Socio-political Organizations held in Hanoi on April 6 by the Central Committee of the Vietnam Fatherland Front and the Central Organizing Committee the starting point for this strong innovation?
At the workshop, Mr. Mai Van Chinh, Deputy Head of the Central Organizing Committee, Head of the project, said that in 30 years of Renovation, the organizational model and operation method of the Vietnam Fatherland Front, in addition to its achievements and advantages, have revealed many limitations, weaknesses and inadequacies. That is, the organizational structure and apparatus are still cumbersome, unreasonable, and ineffective in some functions and tasks that have not been separated and clarified.
These things require the Vietnam Fatherland Front and socio-political organizations to continue to innovate and perfect their organizational models and methods of operation to suit the political tasks of the new period.
Mr. Chinh said: “Therefore, both in theory and practice, it is necessary to have research, theory and practical assessment, from which to propose to innovate the organizational model and operation method of the Vietnam Fatherland Front and socio-political organizations in the direction of streamlining, clear functions and tasks, no overlap, practical and effective operation, promoting autonomy, proactively performing the role of a bridge between the Party, the State and the people”.
With this spirit, the Project Management Board has asked for opinions on 4 options for innovating the overall model of the Vietnam Fatherland Front and socio-political organizations. Specifically:
Option 1: Maintain the current organizational model of the Vietnam Fatherland Front and socio-political organizations. However, there is a roadmap to gradually implement the mechanism of financial and organizational autonomy, with the State allocating funds based on the tasks performed.
Option 2: Unify the positions of Chairman of the Vietnam Fatherland Front and political organizations and establish a specialized agency to advise and assist the Vietnam Fatherland Front and socio-political organizations.
Option 3, merge 5 socio-political organizations into committees of the Vietnam Fatherland Front.
Option 4, merge the mass mobilization committee and the Vietnam Fatherland Front.
These are reasonable proposals both in practice and in theory and could be the starting point for streamlining and merging ministries and localities.
There have been opinions that it is necessary to merge similar ministries to create consistency in management, such as the Ministry of Construction and the Ministry of Transport or the Ministry of Planning and Investment and the Ministry of Finance...
Returning to the above-mentioned Workshop, up to now, there has been no official decision on the chosen option. However, regardless of the option, it shows the “shadow” of a “revolution” in organizational work to move towards building an honest, creative, and people-serving Institution.
