The reason is that last month, 41 provinces and cities implemented a roadmap to increase tuition fees, coinciding with the start of the new school year, causing the price index of educational goods and services to increase the most in the year.

In addition, the adjustment of gasoline and oil prices twice on September 5, 2017 and September 20, 2017 caused the price index of the transportation group to increase by 1.51%, contributing to a 0.14% increase in the CPI in September.

In addition, the price of medical services increased by 0.31% due to the increase in medical service prices for those without health insurance cards according to the decisions of the People's Committees of Lang Son, Quang Ngai, and Lao Cai provinces, also pushing up the CPI of the whole country.

The group of medicines and medical services increased by 0.25% (medical services increased by 0.31%) because in the month, 3 provinces and cities adjusted the price of medical services for those without health insurance cards.

The food and catering services group increased by 0.08%, of which food increased by 0.14%; foodstuff increased by 0.06% due to high fresh food prices; household appliances and equipment increased by 0.06%; clothing, hats, and footwear increased by 0.05%; beverages and tobacco increased by 0.02%; other goods and services increased by 0.11%.

Particularly, groups of industries such as culture, entertainment and tourism decreased by 0.08%; post and telecommunications decreased by 0.04% compared to the previous month.

Factors restraining the CPI increase are the sharp decline in pork prices due to abundant supply while demand for pork exported to China has decreased; market stabilization activities to prevent sudden price increases have been well implemented.

Also according to the General Statistics Office, core inflation in September 2017 increased by 0.08% compared to the previous month and increased by 1.32% compared to the same period last year. The average core inflation in the first 9 months of 2017 increased by 1.45% compared to the average in the same period in 2016.

Regarding Gross Domestic Product (GDP), the estimated increase in the first 9 months of 2017 was 6.41% over the same period last year, of which the GDP in the third quarter increased very high at 7.46%, much higher than the GDP growth rate of the first quarter of 5.15% and the second quarter of 6.28%.
