After completing his military service, on July 29, 2016, Tu Duc Dung (born in 1992), residing in Hamlet 1, Nam Cuong Commune, Nam Dan District, returned to his hometown. Because he had a driver's license, Dung applied to drive a taxi for Mai Linh in Vinh City.

At around 10:00 a.m. on August 6, Tu Duc Dung drove to the Big C Vinh supermarket area to drop off passengers and then parked his car there to wait for them. After a while, Nguyen Van Phuoc (born in 1984), residing in Le Loi ward, Vinh city, also a Mai Linh taxi driver, parked there to pick up passengers. Thinking that this was not the place to wait for Dung's passengers, Phuoc and Dung had a conflict and threatened to fight. Dung drove away and threatened Phuoc: "You wait there, tomorrow I will come to your house and beat you up!"

5 subjects hunted down Mr. Nguyen Van Phuoc

Thinking that it was just a threat from Dung, Phuoc did not accept it. However, after that, Tu Duc Dung called Tu Duc Tuan (born in 1996) from the same commune and Nguyen Thanh Nam (born in 1993), residing in Tan Trung hamlet, Nghia Trung commune, Nghia Dan district (both Mai Linh taxi drivers currently residing in block 14, Dong Vinh ward, Vinh city) and told him to go with Dung to Nguyen Van Phuoc's house in Le Loi ward tomorrow morning to "deal with" this colleague for being rude. Tuan and Nam agreed. Then Nam called Nguyen Van Vinh (born in 1996) and Tran Dang Manh (born in 1998), both residing in Nam Cuong commune, Nam Dan district, to go with him.

At around 6am on August 7, Dung took a sword about 1m long, a machete, put it in a taxi, called Vinh, Tuan and Manh to pick up at Yen Xuan bridge, Hung Xuan commune, Hung Nguyen district to go to Phuoc's house to "show off". Before leaving, Manh, Tuan and Vinh brought an iron pipe and all 4 subjects got in a taxi driven by Tu Duc Dung to go to the Dong Vinh ward gas station to pick up Nam. Here, Nam brought a sharp knife that Dung had sent earlier.

Knowing that Mr. Phuoc often came here to fill up gas, all 5 subjects waited in ambush, but by nearly 6 am, Mr. Phuoc still had not come out. Nam knew Mr. Phuoc's house, so he showed Dung the way and together they went to his house in Le Loi ward, Vinh city.

Murder weapon.

From Duc Dung to Phuoc's gate, rang the bell. Thinking that a regular customer came by taxi, Phuoc opened the gate and recognized Tu Duc Dung. Along with Dung were 4 strange young men carrying various weapons standing next to the Mai Linh taxi, their faces full of murderous intent. As soon as he saw Phuoc, Dung cursed and insulted Phuoc's parents.

The two sides argued loudly, Dung immediately opened the trunk of the taxi, took out a sword and rushed to slash Mr. Phuoc. Mr. Phuoc quickly dodged Dung's murderous sword and rushed to argue with Dung. After that, Mr. Phuoc ran away about 10 meters, then stopped and was repeatedly slashed by Dung on his right side with his sword. Mr. Phuoc collapsed to the ground and fainted. Seeing his son being slashed, Mr. Nguyen Van Duc (Mr. Phuoc's father) ran out, hugged Dung tightly and shouted for the neighbors to come and arrest him. Immediately, Dung's accomplices ran over and brandished knives, threatening to slash him, so Mr. Duc let Dung go, then all 5 subjects quickly got into a taxi and escaped.

At Nghe An General Hospital, Mr. Phuoc was still shocked as he recounted the moment Dung and his accomplices came to his house to kill him. He also said that before that, also at the Big C Vinh supermarket area, Dung had once taken a customer from Mr. Phuoc, but thinking they were colleagues, Mr. Phuoc let it go.

Caught in the net of the law

Upon receiving the report, Vinh City Police leaders sent detectives and investigators from the Criminal Police Team to the scene to coordinate with Le Loi Ward Police to investigate, verify and search for the identities of the perpetrators.

Mr. Phuoc is being treated at the provincial General Hospital.

After identifying the main suspect in the case as Tu Duc Dung (1992), residing in Hamlet 1, Nam Cuong Commune, Nam Dan District, who is also a colleague of the victim, the Vinh City Police Department's Investigation Police Agency coordinated with the family to persuade Dung to surrender to the police to enjoy leniency under the law.

Faced with a fierce siege by the authorities, knowing that he could not escape, on the evening of August 7, 2016, Tu Duc Dung went to Le Loi Ward Police Station, Vinh City to surrender and confess his crime.

"Dung is the mastermind of the case. The victim Phuoc's escape was not Dung's plan," said Major Hoang Chi Hieu, Chief of Le Loi Ward Police.

Also on the night of August 7, the Vinh City Police Department arrested and detained Tu Duc Tuan, Nguyen Thanh Nam, Nguyen Van Vinh and Tran Dang Manh.

Lieutenant Colonel Nguyen Huu Cuong, Deputy Chief of Vinh City Police, also said that this is a group of young people with good backgrounds, but their behavior and crimes are hooliganism. The Investigation Police Agency is urgently investigating to clarify and request the People's Procuracy to approve the temporary detention order for the subjects to serve the investigation, and prosecute according to the law.
