5 areas of decentralized management between the Government and Provincial People's Committees

In order to improve the effectiveness and efficiency of state management of sectors and fields, ensure the unified management of the Government, promote the initiative, responsibility and creativity of local authorities, the Government has issued a Resolution on decentralization of state management between the Government and the People's Committees of provinces and centrally run cities.

According to the Resolution, 5 areas that need to focus on decentralizing state management in the 2016 - 2020 period include: 1- State budget management; 2- Implementation of rights and obligations of state owners towards state-owned enterprises and state capital invested in enterprises; 3- Investment management (for investment from state budget capital and government bond capital); 4- Management of public service, cadres, civil servants and public employees; 5- Land management.

The Resolution also provides solutions to focus on perfecting the system of legal documents on sectors and fields; promoting the application of information technology in public service activities, state management activities and public service provision; strengthening inspection, examination, control, supervision and implementing necessary coordination of the Government, ministries and sectors with localities after decentralization.

In particular, the functions and tasks of the system of state management agencies from the central to local levels will be reviewed, overlapping functions and tasks will be eliminated, ensuring that one task is chaired and primarily responsible by only one agency, in accordance with the decentralized content.

Reasonable reduction of types of licenses and simplification of administrative procedures in licensing activities; regular review, supervision and assessment of regulations on investment and business conditions, strict handling of drafting and promulgation of regulations on business conditions without authority; review and drastically reduce administrative procedures and revise inappropriate work handling processes with people and businesses...
