50 leaders in Binh Dinh were appointed without standards
The Inspectorate of the Ministry of Home Affairs discovered that 50 civil servants holding leadership and management positions in Binh Dinh lacked one or more conditions and standards regarding political theory, state management certificates, foreign languages, and information technology.
On January 9, the Inspectorate of the Ministry of Home Affairs issued a notice of the conclusion of the inspection of the implementation of legal regulations on payroll management, recruitment, early salary increase due to excellent achievements in performing tasks, appointment, number of deputies, management of civil servant records and signing of labor contracts for professional work in the administrative agencies of the People's Committee of Binh Dinh province, from January 2015 to June 2017.

Accordingly, regarding the implementation of legal provisions on appointment, reappointment, and extension of tenure for leadership and management officials, based on the results of direct inspection of 321 appointment and reappointment records, the inspection agency discovered that 50 officials holding leadership and management positions lacked one or more conditions and standards regarding political theory qualifications, state management certificates, foreign languages, and information technology.
In addition, there are a number of civil servants appointed to the specialist level who have not passed the promotion exam. Some appointment procedures under the authority of the heads of agencies and units have not been shown in writing in the appointment records. The time for carrying out procedures, issuing decisions on reappointment and extension of tenure in many cases is not ensured according to regulations.
The Inspectorate of the Ministry of Home Affairs pointed out that the implementation of legal regulations on the management of civil servant payrolls in Binh Dinh still has shortcomings and limitations such as: not assigning labor contract quotas according to Decree No. 68/2000/ND-CP to the People's Committees at the district level; not issuing decisions approving job descriptions and competency frameworks for job positions of agencies and units...

Regulations on appointing officials: Must be resolute, avoid formalities
With this tightening of regulations, hopefully in the coming time, heartbreaking stories in handling key officials cannot happen again.
The implementation of legal regulations on civil servant recruitment still has many shortcomings and limitations: the decision to establish the examination and evaluation council does not name the members; some records do not ensure the composition according to regulations; some civil servants are recruited without having IT or foreign language certificates; or do not meet the conditions and standards.

In addition, the Inspectorate of the Ministry of Home Affairs also pointed out that a unit under the Department of Agriculture and Rural Development of Binh Dinh province had one more deputy than the regulation.

Politburo regulations on appointment and introduction of candidates
Officials proposed for appointment to leadership and management positions for the first time must be old enough to serve a full term; assets must be examined and verified.
With the above shortcomings, the Inspectorate of the Ministry of Home Affairs recommends that the Chairman of the People's Committee of Binh Dinh province direct a review of cases that were accepted without taking the entrance exam during the period before the inspection period, revoke the recruitment decision if they do not meet the requirements; and strictly implement the regulations on appointment to ranks for cases that have not passed the exam for promotion.
At the same time, review and clarify the responsibilities of relevant agencies, organizations and individuals for the above-mentioned limitations and shortcomings to have appropriate handling measures; strengthen inspection, examination and supervision of the implementation of legal regulations on recruitment, use and management of civil servants to detect loopholes and limitations and take timely corrective and remedial measures.
