Residents of the apartment building that caught fire and killed 13 victims have requested to handle violations in fire prevention and control and the investor's responsibility.

On March 25, an urgent petition by Carina Plaza residents, represented by Ms. Nguyen Thi Ngoc Mai, gathering nearly 500 signatures from the community, was sent to Prime Minister Nguyen Xuan Phuc and relevant units.

Residents said they were victims who had just experienced terrible damage to their lives, health, spirit, and property after the fire that occurred early two days ago.

"We believe that the damage that occurred was entirely the fault of the Carina apartment project investor, the apartment management board as well as the state agencies involved in the acceptance, quality inspection of equipment, and periodic inspection of the fire prevention system in the apartment building," the petition stated.

The Carina Plaza community affirmed that in recent years, many violations have occurred here, threatening their lives, property, etc. People have directly reported but have not been resolved by the Investor and the Apartment Management Board.

Even just 7 hours before the fire broke out, on the afternoon of March 22, residents' representatives commented on shortcomings related to fire prevention, security, hygiene... that had not been resolved.

In the petition, nearly 500 residents requested that the Investor (Nam Bay Bay Investment Joint Stock Company) immediately replace all existing fire prevention and fighting systems and equipment in the apartment building. The quality of the system must ensure technical safety according to regulations and be accepted by competent authorities.

The developer was also required to replace the elevator system, which had many problems, often causing residents to get stuck in the cabin and falling off the elevator. The elevators also had to be arranged and inspected by an independent unit.

Carina residents demand that the Investor be responsible for compensating for damage to people, property, health and spirit of all residents affected by the fire. At the same time, pThe investor must organize the election of a management board and promptly hand over management and supervision to the legal representatives of the residents. In particular, the investor must provide meals and education for children who have lost their entire families until they are 18 years old.

The fire broke out at 1am on March 23 in the basement of an apartment building, killing 13 people and injuring more than 50; 13 cars and 150 motorbikes were burned. This was considered the most serious incident in the past 15 years, after the ITC fire disaster that killed 60 people.

According to initial investigation, when the fire broke out, the stairwell doors leading to the upper floors were opened due to being blocked by bricks, causing a strong smoke to rush up. The automatic fire suppression system was almost non-functional, and there were no on-site fire fighting forces, so when firefighters arrived, the fire and smoke were already very heavy.

Major General Phan Anh Minh (Deputy Director of Ho Chi Minh City Police) said that the cause of the fire in the basement could not be ruled out as being caused by an explosive device.
