51 candidates whose scores were raised are studying at universities.
After receiving the real scores, Ha Giang had the largest number of university students with 39, Hoa Binh and Son La had 12.
On the morning of May 8, at the Reporters Conference organized by the Central Propaganda Department, Minister of Education and Training Phung Xuan Nha said that on May 25, the investigation into exam fraud in the three provinces of Hoa Binh, Son La, and Ha Giang will end. The Ministry has carried out professional activities to support the Ministry of Public Security in the investigation.
The results of the assessment in Ha Giang showed that 330 exams of 114 candidates had their scores increased. The assessment scores replaced the results previously announced by the Examination Council of the Department of Education and Training of Ha Giang to recognize graduation and consider university and college admissions in 2018. Of the 114 Ha Giang candidates who received their actual scores, 39 are studying at 23 universities and colleges.
In Son La, 44 candidates with 95 multiple choice tests and 2 Literature tests had lower assessment scores than the announced scores. Among them, the candidate with the highest score increase was 26.55, the test with the highest score increase was 9. In Hoa Binh, 64 candidates had their test scores corrected, among which the candidate with the highest score increase was 26.45, the test with the highest score increase was 9.25.
Of the 108 candidates in Hoa Binh and Son La, 2 did not meet the requirements to graduate from high school, 13 were not on the list of university and college admissions, the remaining 1 student took the national high school exam in 2017 and was admitted to the Security Academy, and 81 students were admitted to 26 universities and educational institutions nationwide, but after being evaluated, were forced to drop out of school.
The 12 candidates whose assessment scores were not lower than their admission scores are being allowed to continue their studies by their schools. "When the investigation agency concludes, if any of these 12 students participated in the cheating process, they will be dealt with according to the law," the Minister said.

Thus, the three provinces of Ha Giang, Hoa Binh, and Son La have 51 students whose 2018 national high school exam scores were increased and who are still studying at universities and colleges. "Our point of view is to absolutely not tolerate violations, to ensure compliance with regulations and laws; violations in exams must be handled thoroughly to ensure fairness among candidates," said Mr. Nha.
The Minister of Education and Training emphasized that the announcement of information related to the investigation process such as the identity of candidates and related subjects will only be fully disclosed after the investigation process of the security agency is completed. The Ministry of Public Security and the Ministry of Education and Training have agreed that when there is a final conclusion, based on the specific situation, they will discuss and handle the matter in the spirit of "in accordance with the law, strictly, objectively and without causing negative impacts that adversely affect social life".
Those working in the education sector, if involved in violations, will also be severely punished to set an example. "When the security investigation agency has a conclusion, the Ministry requests that localities consider and strictly handle officials, civil servants, public employees and parents who cheat on their children's exam scores, and resolutely remove those officials who commit violations from the education sector," said the Minister.
On July 11, 2018, the Ministry of Education and Training announced the national high school exam scores. Ha Giang, Hoa Binh, and Son La had an unusually high number of excellent scores. The police determined that 114 candidates in Ha Giang had their scores increased and their real scores returned before the 2018 university and college admissions season.
In Hoa Binh and Son La, it was not until March 2019 that the Ministry of Public Security and the Ministry of Education and Training concluded their investigation and announced the assessment scores. As a result, 64 candidates in Hoa Binh and 44 in Son La had their scores raised. Among them, one candidate had his score raised by 9.25 points in one subject and 26.55 points in all subjects. Many students went from good to failing.
According to the regulations, the assessment score is the official score of the candidate, used for graduation and university admission. While waiting for the police to clarify the violations of the candidates, if they have enough points to enter universities, these students will continue studying. If the violations are clearly identified, the candidates will be dealt with.
Currently, 19 education officials and police officers of the three provinces of Ha Giang, Son La, and Hoa Binh have been prosecuted, but the heads of the education sector and the exam steering committees in the three provinces have not been prosecuted.
