The Prime Minister requested to enhance the application of information technology, effectively implement the one-stop and one-stop mechanism; promote the implementation of online public services and public postal services to reduce the time for construction licensing procedures.
Specifically: Shorten the time for handling construction design appraisal procedures and granting construction permits from 82 days according to the World Bank's assessment in 2017 to a maximum of 63 days (a reduction of 19 days); of which, appraisal of basic design is reduced by at least 5 days, appraisal of technical design or construction drawing design is reduced by at least 4 days and granting construction permits is reduced by at least 10 days; in case these procedures are performed by the same agency, it is possible to balance the time for each procedure to ensure that the total reduction time for the above 3 procedures is 19 days.
The agencies in charge of and directing the implementation of the above tasks are the Ministries of Construction, Transport, Agriculture and Rural Development, Industry and Trade, Public Security, and National Defense; the Departments of Construction, Transport, Agriculture and Rural Development, and Industry and Trade. Completion time is 2018.
2. Issue a table of consumption classification by family purpose

The Prime Minister has just issued a Classification of consumption by purpose of Vietnamese households.
This Decision details the list and contents of the Consumption Classification Table by Purpose of Vietnamese Households to be used consistently in state statistical activities.
Specifically, the list of the Consumption Classification Table by Purpose of Vietnamese Households includes 4 levels: Level 1 includes 13 codes; Level 2 includes 56 codes; Level 3 includes 180 codes; Level 4 includes 347 codes.
Level 1 includes the following codes: Food, food and non-alcoholic beverages; alcoholic beverages, tobacco and addictive substances; clothing and footwear; housing, electricity, water, gas and other fuels; furniture, household appliances and maintenance of household appliances; healthcare; transportation; information and communication; entertainment and culture; education and training; catering and accommodation services; insurance and financial services; personal care, social protection and other goods and services. This decision takes effect from April 20, 2018.
3.Implementing the overall project to simplify administrative procedures and citizen papers

Permanent Deputy Prime Minister Truong Hoa Binh, Head of the Steering Committee for the Overall Project on Simplifying Administrative Procedures, Citizen Papers and Databases Related to Population Management in the 2013-2020 Period (Project 896) has just signed a decision to promulgate the Plan to implement this Project in 2018.
Accordingly, in 2018, relevant ministries, branches and agencies will build a National Population Database; review and propose plans to simplify administrative procedures and citizen papers related to population management of ministries, branches and other activities.
Regarding the construction of the National Population Database, in 2018, the Ministry of Public Security and the Public Security of provinces and centrally-run cities will organize training courses for reporters and organize training courses on collecting population information at the local level. The Ministry of Public Security will take the lead in organizing the collection and updating of population data into the National Population Database system. The Ministry of Public Security and the Ministry of Justice will take the lead in expanding the issuance of personal identification numbers.
4. Deputy Prime Minister requests management and handling of illegal forms of electronic payment

On the afternoon of March 15, the Government Office issued a document from Deputy Prime Minister Vuong Dinh Hue assigning agencies to review the situation and propose measures to manage and handle the use of online payment methods related to violations of the law.
According to the Government Office, through monitoring mass media and internet activities in recent times, there has been a phenomenon of high-tech crimes and internet crimes using new forms of payment to pay for illegal activities such as gambling, buying and selling illegal goods and services, etc.
Deputy Prime Minister Vuong Dinh Hue assigned the State Bank of Vietnam to preside over and coordinate with the Ministry of Information and Communications, the Ministry of Justice and relevant agencies to review, research and report to the Prime Minister in May 2018 on the situation and propose measures to manage and handle the use of payment methods on the internet, especially payment activities related to illegal acts (tax evasion, gambling, money laundering, etc.).
5. Approval of investment policy for HIV/AIDS prevention project

The Prime Minister approved the investment policy for the Project "Global Fund to Fight HIV/AIDS for the period 2018 - 2020" funded by the Global Fund to Fight AIDS, Tuberculosis and Malaria (Global Fund).
The Project's objective is to contribute to the implementation of the National Strategy for HIV/AIDS Prevention and Control in Vietnam, to control the HIV infection rate in the general population to below 0.3% and to reduce the impact of HIV/AIDS on economic and social development.
The main results of the Project are that essential HIV prevention service packages continue to be implemented and expanded; new testing methods are being deployed in 32 provinces and cities. HIV confirmatory testing is being expanded to the district level to facilitate earlier diagnosis and linkage to care.
6. Support digital satellite TV receivers for poor and near-poor households

The Prime Minister has just decided to amend and supplement a number of articles of Decision 2451/QD-TTg dated December 27, 2011 of the Prime Minister approving the Project on digitization of terrestrial television transmission and broadcasting by 2020.
In the group of financial solutions, the revised regulations stipulate: The use of funds from the Public Telecommunication Service Fund to support digital television receivers is implemented according to the principle of supporting digital terrestrial television receivers for poor households and near-poor households eligible for support in areas within the digital terrestrial television coverage area; supporting digital satellite television receivers for poor households and near-poor households eligible for support in areas within the interactive terrestrial television coverage area before the time of stopping broadcasting analog terrestrial television but not within the digital terrestrial television coverage area.
The use of funds from the Public Telecommunication Service Fund to support the implementation of other tasks of the Project on digitalization of terrestrial television transmission and broadcasting by 2020 is implemented according to the Program on providing public telecommunication services by 2020 approved by the Prime Minister.
7. Urgently propose solutions to handle existing projects in the Industry and Trade sector.

The Government Office has just announced the conclusion of Deputy Prime Minister Vuong Dinh Hue at the fifth meeting of the Steering Committee for handling shortcomings and weaknesses of a number of slow-progressing and ineffective projects and enterprises in the Industry and Trade sector.
The conclusion announcement stated that in 2017, the Steering Committee, Ministries and enterprises closely followed the principles and guiding viewpoints of the Politburo, the Government and the Prime Minister to handle the shortcomings and weaknesses of a number of projects and enterprises that were behind schedule and ineffective in the Industry and Trade sector, basically completing the assigned tasks and work, achieving initial positive results; the situation at enterprises and projects had positive changes such as: DAP 1 Joint Stock Company Dinh Vu - Hai Phong, Viet - Trung Steel has offset production and business costs and started to make a profit; a number of projects and enterprises have restarted and maintained quite stable production, the selling price is higher than the variable cost, so the loss has been reduced; a number of companies: PVTEX Dinh Vu - Hai Phong, Ethanol Quang Ngai have had clearer handling directions, such as overcoming technical problems, cooperating to start the factory, cooperating to find consumption markets, etc.

2- Ownerless property, property with unidentified owners, lost or abandoned property, buried, hidden, buried or sunken property that is found, property without heirs belongs to the State according to the provisions of the Civil Code; goods remaining in the customs operation area according to the provisions of the law on customs.
3- Assets of a social fund or a charity fund that is dissolved but has no other fund with the same purpose of operation to receive the transferred assets or is dissolved due to activities that violate the prohibitions of the law or are contrary to social ethics belong to the State according to the provisions of the Civil Code (assets of the dissolved fund).
4- Assets donated, presented, donated, contributed, aided, sponsored by domestic and foreign organizations and individuals but not yet accounted for in the state budget and other forms of ownership transfer to the State of Vietnam (assets whose owners voluntarily transfer ownership to the State).
5- Assets transferred by foreign-invested enterprises are not compensated to the Vietnamese State according to the commitment after the end of the operating period.
6- Assets invested in the form of public-private partnership are transferred to the Vietnamese State according to the project contract.
