The Government identified 6 viewpoints, key directions and management, 11 main groups of tasks and solutions with 142 specific tasks on socio-economic development in 2023.
At the Government's online conference with localities on January 3, as assigned by the Prime Minister, Comrade Le Minh Khai - Secretary of the Party Central Committee, Deputy Prime Minister, briefly presented some main contents of the draft Resolution of the Government on the main tasks and solutions to implement the Socio-Economic Development Plan and State Budget Estimates and improve the business environment, enhance national competitiveness in 2023.
Regarding the process of drafting, Deputy Prime Minister Le Minh Khai said that, based on Conclusion No. 42-KL/TW of the Party Central Committee on the socio-economic situation in 2022-2023, immediately after the National Assembly passed Resolution No. 68 on the Socio-Economic Development Plan and Resolution No. 69 on the State Budget Estimate for 2023, the Government and the Prime Minister directed the Ministry of Planning and Investment to preside over and coordinate with ministries, branches and localities to draft a Resolution on the main tasks and solutions to implement the Socio-Economic Development Plan and the State Budget Estimate and improve the business environment, enhance national competitiveness in 2023.
The draft Resolution has been consulted with ministries, branches, and localities, and the Government has discussed and commented on it; on that basis, the Government Standing Committee and Government leaders have directly directed its completion.
Regarding the main contents, the draft clearly states that 2023 is the mid-term year, which is of important significance in implementing the 5-year plans for the 2021-2025 period.
Forecasting the international and domestic situation, there are advantages, opportunities, difficulties and challenges intertwined, but difficulties and challenges are greater. The consequences of the COVID-19 pandemic globally will need to be overcome for many years; strategic competition and the Russia-Ukraine conflict are still complicated.
Inflation continues to be high, the trend of tightening monetary policy and increasing interest rates continues in many countries. The global economy tends to slow down. Some countries show signs of falling into economic recession.
Domestically, inflation, exchange rate and interest rate pressures are increasing; production and business continue to face many challenges. Vietnam's large, traditional import and export markets are shrinking.
The existing shortcomings, limitations and inadequacies of the economy that have accumulated for a long time have not been completely resolved. The scale of our economy is still modest but its openness is large, its competitiveness and resilience to external shocks are still limited. Sudden and unexpected factors still pose risks and are difficult to predict. Epidemics, climate change, natural disasters, droughts, storms and floods continue to develop abnormally, causing more severe impacts...
In that context, it requires all levels and sectors to continue to grasp the situation, promote innovation, creativity, proactively and promptly adapt, and take more drastic, positive and effective actions in 2023.
The Government identifies the operating theme for 2023 as"Unity, discipline, flexibility, innovation, creativity, timeliness and efficiency", with 6 viewpoints, key directions and operations as follows:
Firstly, closely follow the Resolution of the 13th National Congress of the Party; thematic Resolutions, Conclusions of the Central Committee, Politburo and Resolutions of the National Assembly and Government.
Focus on synchronously and effectively implementing the viewpoints, goals, tasks and solutions of the Socio-Economic Development Strategy 2021-2030 and the 5-year Plans for the period 2021-2025. In particular, focusing on 3 strategic breakthroughs, 6 key tasks and 12 main groups of solutions.
Second, absolutely do not be subjective, negligent, or lose vigilance, but also do not panic or waver; always be calm, confident, courageous, proactive, flexible, and creative in leadership, direction, and management, and do not change states suddenly or operate "jerkily".
Unite, make efforts, and be determined to act with the highest level of flexibility and effectiveness to adapt to the context and situation to "turn danger into opportunity", overcome difficulties and challenges, and seize opportunities and advantages for socio-economic development. Proactively and actively integrate into the international community comprehensively, deeply, practically, and effectively, and build an independent and self-reliant economy.
Third, improve analytical and forecasting capacity; proactively develop scenarios and effective adaptation plans.
Continue to implement a firm, proactive, flexible and effective monetary policy; coordinate synchronously and closely with the expansionary fiscal policy and other policies; manage promptly, balancedly, reasonably and effectively the exchange rate and interest rate, the interest rate and inflation; and between curbing inflation and promoting economic growth, in accordance with the practical situation.
Fourth, be synchronous, unified, determined and resolute in direction and management, focusing on effectively handling regular tasks and long-standing issues, promptly and effectively responding to urgent and unexpected issues arising in the short term, and at the same time, implementing fundamental tasks and solutions in the medium and long term.
Strengthening institutional improvement, focusing on removing difficulties, having timely and effective policy solutions to support production and business; ensuring synchronization of short-term and long-term goals, contributing to promoting rapid and sustainable socio-economic development.
Fifth, develop culture on par with economy, politics and society. Implement well social security policies, sustainably reduce poverty, ensure progress and social justice, ensure sustainable environment, care for the material and spiritual life of the people in general, especially those with meritorious services, poor households, vulnerable groups in remote, border, island areas and ethnic minorities.
Sixth, continue to consolidate and maintain national defense and security; promote foreign affairs activities, improve the quality and effectiveness of international integration; ensure a stable, peaceful and cooperative environment to promote rapid and sustainable development.
The draft Resolution identifies 15 main targets according to Resolution No. 68/2022/QH15 of the National Assembly and the Government's goals; growth scenarios for 2023 divided by quarter and year; 85 specific targets set by the Government for sectors and fields.

With the context and significance of 2023, based on the 6 viewpoints and key directions mentioned above, the draft Resolution identifies 11 main groups of tasks and solutions with 142 tasks.
The first,continue to prioritize maintaining macroeconomic stability, controlling inflation, promoting growth, and ensuring major economic balances.
Implement a firm, proactive, flexible, effective monetary policy, in harmonious, reasonable, and close coordination with the implementation of a focused, key expansionary fiscal policy and other policies; enhance the capacity to adapt and withstand, and ensure the stability of the financial and banking system in all situations.
Focus on handling outstanding and long-standing issues that have been approved by the Politburo (06 weak credit institutions, 08 slow-progress and ineffective projects, Shipbuilding Industry Corporation, Vietnam Development Bank, etc.); continue to develop and complete the handling plan for the remaining 04 slow-progress and ineffective projects to submit to the Politburo for consideration and comments.
Resolutely direct the management of state budget collection, ensuring correct, sufficient and timely collection. Research and continue to implement support policies on taxes, fees and charges. Thoroughly save, fight waste, resolutely cut down on regular expenditures and spending tasks that are not really necessary or urgent.
Focus on stabilizing, developing safely, healthily and sustainably the monetary, credit, corporate bond, securities and real estate markets. Protecting the legitimate rights and interests of businesses, investors and people.
Promote the strong development of the domestic market. Strengthen trade promotion, connect supply and demand, expand export markets, focus on exploiting FTAs, especially new generation FTAs.
Continue to strictly manage and operate prices of important goods and public services priced by the State, especially prices of electricity, gasoline, and other important and essential goods and services.
Strengthen inspection, examination, prevention and strict handling of commercial fraud, speculation, manipulation and unreasonable price increases. Have solutions to ensure the supply of gasoline in all situations.
Monday,Continue to focus on disease prevention, control and control. Continue to effectively control the COVID-19 epidemic and newly emerging epidemics, not allowing epidemics to overlap.
Proactively develop response plans for new epidemic situations that may occur. Continue to promote international cooperation, mobilize external financial resources and technical expertise to serve epidemic prevention and control work.

Tuesday,Strengthening the building and improvement of institutions and improving the effectiveness and efficiency of law enforcement, ensuring discipline and order; promoting the prevention and fight against corruption, negativity and waste.
Concentrate resources on improving the quality of law-making and law enforcement. Focus on and promote the effectiveness of law enforcement monitoring, and continue to implement the tasks of the Prime Minister's Working Group on reviewing legal documents.
Promote the effective implementation of Directive No. 04-CT/TW dated June 2, 2021 of the Secretariat, focusing on thoroughly handling cases with conditions for execution, especially key, complicated, and prolonged cases. Perform well the work of receiving citizens, resolving complaints and denunciations right at the grassroots level.
Promote decentralization, delegation of authority, individualization of responsibilities of leaders associated with resource allocation, improve implementation capacity, strengthen inspection, examination, supervision and control of power, prevent and combat corruption, negativity and waste.
Strengthen monitoring, evaluation, and promotion of anti-corruption and anti-negativity work nationwide and in each ministry, sector, and locality.
Wednesday,Continue to promote administrative reform associated with building e-Government, building digital Government; improve business environment, enhance national competitiveness.
Promote reform of public service and civil servants; innovate the work of evaluating cadres, civil servants and public employees and regulations related to cadres, civil servants and public employees.
Complete the institutional and policy system to implement the salary policy reform roadmap according to Resolution No. 27-NQ/TW.
Quickly overcome the mentality of avoiding and fearing responsibility of a number of cadres, civil servants and public employees and the situation of civil servants and public employees asking to quit their jobs.
Continue to effectively implement the streamlining of staff according to Conclusion No. 28-KL/TW of the Politburo. Reorganize administrative units at district and commune levels in the 2022-2025 period according to the Conclusion of the Politburo and the Resolution of the National Assembly Standing Committee and the Resolution of the Government.

Early completion of the construction of national databases, effective implementation of the Project on developing applications of population data, identification and electronic authentication to serve national digital transformation in the period of 2021-2025, with a vision to 2030 in the spirit of 2023 being"The Year of Digital Data, Creating and Exploiting Data to Create New Value".
Continue to strive to achieve the goal of upgrading business environment and competitiveness indexes by 2025. Improve the quality of reforming the list of conditional investment and business sectors and business conditions.
Continue to promote management reform, specialized inspection of goods and effectively deploy the National Single Window Portal.
Rectify ineffective business inspection and examination activities; review and adjust inspection and examination plans to ensure no duplication or overlap; and not affect the normal, lawful operations of businesses.
Improve the quality of business support services, especially for small and medium enterprises.

Thursday,Promote the substantive and effective implementation of economic restructuring associated with growth model innovation, improving productivity, quality, efficiency, competitiveness, independence, autonomy, adaptability and resilience of the economy.
There are strong and drastic solutions to promptly overcome existing problems and limitations to accelerate the disbursement of public investment capital from the beginning of 2023, especially important national projects, key infrastructure development programs and projects, and projects using ODA capital with spillover effects, creating momentum for socio-economic development.
Resolutely disburse capital for the Socio-Economic Recovery and Development Program and 03 National Target Programs, ensuring timeliness, publicity, transparency, efficiency, and correct targets, avoiding profiteering.
Urgently restructure state-owned enterprises (SOEs) in the 2021-2025 period, promote state capital divestment according to the roadmap, criteria, and classification list of SOEs.
There are appropriate solutions to effectively mobilize resources of state-owned enterprises to actively participate in socio-economic development, especially in a number of areas such as energy, digital infrastructure, digital transformation, important national transport infrastructure, and supply of important input materials for production.
Continue restructuring manufacturing and service sectors associated with innovation, enhancing the application of science and technology. Strive for the proportion of digital economy in GDP to reach about 15.5%.
Focus on removing difficulties, supporting businesses to restore production and business, putting large industrial projects of important roles into operation to increase production capacity.
Focus on effectively implementing strategies and plans for sustainable agricultural and rural development, ensuring food security in all situations. Focus on developing new types of services, applying high technology.
Restructure the tourism industry towards enhancing regional connectivity, national connectivity and regional connectivity. Promote the development of new tourism products, contributing to positioning the national tourism brand. Continue to improve policies to facilitate entry, exit and travel for international visitors.

Ensure the progress of investment and construction of key power source and grid projects. Focus on removing difficulties to put large power source projects of important roles into operation, ensuring safe and stable power supply from 2023.
Focus on developing synchronous and modern information and telecommunications infrastructure, ensuring information safety and security, creating a national digital transformation platform, promoting the development of the digital economy and digital society.
Review and complete the legal framework on e-commerce infrastructure; controlled testing mechanism; management mechanism for virtual assets, cryptocurrencies, and virtual currencies.
Developing agricultural and rural infrastructure systems to adapt to climate change.
Implement the National Land Use Plan and the 5-year National Land Use Plan, and have solutions to handle problems of projects after inspection, examination, and audit to put resources into development.
Resolutely implement strategies, plans, and action programs to respond to climate change. Harmoniously resolve the relationship between economic development and environmental protection; promptly and effectively respond to natural disasters, droughts, and floods, ensuring the safety of people's lives and property.

Saturday,Focus on developing human resources, especially high-quality human resources associated with promoting research, development and application of science and technology.
Promote the application of information technology and digital transformation in education. Effectively and fundamentally resolve the situation of local teacher surplus and shortage. Complete the legal corridor, creating favorable conditions for effective and practical implementation of university autonomy.
Linking vocational training with the labor market, meeting the demand for high-quality human resources, contributing to improving labor productivity and economic competitiveness.
Continue to develop the national innovation system. Promote commercialization of research results in production and business practices.
Focus on investing in upgrading scientific research infrastructure. Strengthening technology research capacity, implementing digital transformation, developing green economy, circular economy, digital economy, digital society practically, effectively, centrally, and key points.
Eighth,Comprehensive and synchronous development of cultural fields, ensuring harmonious connection between economic development and culture and society; improving people's lives, ensuring social security.
Continue to effectively implement the General Secretary's Conclusion at the National Cultural Conference, Conclusion No. 76-KL/TW dated June 4, 2020 of the Politburo.
Continuously promote the cultural values and Vietnamese people, develop culture on par with economy, politics and society. Urgently research and develop the National Target Program on cultural development.
Resolutely resolve the shortage of human resources, drugs, equipment, supplies, and medical biological products. Enhance the system capacity, especially primary health care and preventive medicine; enhance the treatment capacity of all levels.
Continue to innovate the health finance mechanism and health service prices. Pay attention to promoting the development of hospitals and medical facilities in the non-state sector. Quickly, resolutely, effectively and comprehensively implement tasks and solutions.; promptly handle arising problems
Regarding implementation, the Government assigned Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally-run cities to maximize positive aspects and achieved results, strive to overcome limitations and shortcomings in all fields; quickly, resolutely, effectively and comprehensively implement tasks and solutions; promptly handle arising issues.
Before January 20, 2023, develop and promulgate programs, action plans, and specific documents to implement the Resolution. Regularly monitor, inspect, and supervise the progress and results of implementing assigned targets and tasks. Periodically summarize, evaluate, and report on the implementation status.
Proactively monitor domestic and international developments, have timely, comprehensive and synchronous solutions to minimize negative impacts on the economy and business production activities of enterprises.
Quarterly update growth scenarios of industries and sectors and send to the Ministry of Planning and Investment to update the overall growth scenario of the whole country.
Ministries and agencies coordinate closely and effectively in advising and proposing specific solutions and measures to manage the macro-economy, and promptly report to the Government and Prime Minister on arising issues.
The Ministry of Planning and Investment shall preside over and coordinate with relevant agencies to urge, monitor and inspect the implementation of this Resolution.
The Ministry of Information and Communications shall preside over and coordinate with the Central Propaganda Department, news agencies, press, relevant ministries, branches and localities to widely disseminate and propagate this Resolution for successful implementation./.
